DHARMAPURI: TheGodavari is a disappointment here at Dharmapuri. Midway into the monsoon, the river flows at 2 ft around this town. One can easily cross the river on foot. People here say the river has not flown lower in 100 years.
This tiny town is famous for the temple of Lakshmi Narasimha Swamy. Pilgrims throng to it from far. At the height of the pilgrim season, the precinct teems with devotees at sunrise. Being the ashadha maasam, this is not the pilgrim season. There were hardly five devotees in the temple when the priest performed the day's first puja.
Elsewhere in town, there are few signs that a byelection is being fought here. The bus stand looked deserted, and the Godavari Road was bereft of any large banners, buntings or flags of any colour. Late into the morning, a lone car displaying a TRS pink flexi and blaring a Telangana ditty scuttled along. There was no one in the TDP and Congress election offices. Out in the countryside, the signs of an election were no more evident.
In Nerella village, a student, Srikanth succinctly explained Dharmapuri's indolence. "The Congress and the TDP are not spending any money because they know they'll lose. And the TRS is not spending any money because it knows it will win.'' Later in the day, the TDP candidate Nakka Narayana made his way into Nerella and began a speech. Villagers stopped milling about, gathered around and heard him politely. Villager Lakshmamma said as an aside, "You should have been here yesterday. There were so many more people for the Telangana party's meeting.''
Dharmapuri was once a stronghold of left-wing extremism. There are no naxalite action teams about but the ideology has left its mark on the people here. They dismiss queries about the TRS candidate, Koppula Eswar, saying it doesn't matter who it is as along as they get to make their point. Eswar is of course way ahead in garnering the martryrdom sweepstakes, having resigned his seat last year bowing to what is called the T Sentiment.
In comparison, the TDP candidate Nakka Narayana, a doctor, looks forlorn. No biggy from his party has joined him on the stump, being busy in the Babli drama elsewhere. TDP volunteers wistfully say the absence of Chandrababu Naidu has been a big set back, but locals offer a different take. Teacher Srinivas dismissed the proposition with a wave of his hand: "Babli was just an excuse for Naidu.''
Congress candidate A Lakshman Kumar, a last time loser to the TRS' Eswar, has not been better served than his TDP counterpart in terms of help from the big guns of his party. So, TRS chief K Chandrasekhar Rao has been the only star campaigner who has graced Dharmapuri in this election season, the first time he has deigned to do so. On the banks of the low Godavari, a villager expressed his hope for the new state. "In a separate Telangana, we will get our share of the water, and Godavari will flow high again.''

'They can have our sympathy. Not sentiment'

SIRCILLA: In Sircilla, before answering any questions on the byelection, they ask you where you're from. If from Telangana, a smile breaks out and an instant connect is established. The smile says we're kindred. If from coastal Andhra, they take pains to assure you that people from the coast are nice and welcome to stay here, except that elected rep who made such a spectacle of himself on TV back in December last year.
Sircilla is a weaving town, notorious for the suicides of weavers until a few years ago. The suicides have abated but signs of the distress are still evident in the hand-to-mouth wages paid to workmen and in the alcoholism rampant among debt-ridden masters. Fine cloth yarn is woven here, but people throng to the pavement shops in the bazaar by the bus stand to purchase cheap polyester cloth brought in by traders from Maharashtra.
To appearances, Sircilla is a bustling town but jobless young men hang around at small businesses running errands. At the periphery of town, farmers bemoan the futility of tilling for there's no water for the crops. The buses are good but there could be more services to Bidar, Nanded and other addas for migrant workers from here.
In other words, there's plenty here for bypoll candidates to fight over. But this election is not about problems. It is about Telangana. No candidate is badgered about bijli, sadak and pani. They are all asked only one question: When will Telangana come?
Affecting distaste, Veeresam Goud, a daily wager, asks, "Why are these fellows campaigning at all?'' Chips in his fellow worker Anjanna, "We should not allow them to campaign. It is our mistake.'' The subjects of their impatience are the Congress and the TDP. The import of their impatience is that the Big Two parties are wasting their time. The post has been taken. Nonetheless, the three main candidates are working up a little dust here. All three of them are pulling long faces in order to get what is called the sympathy vote. Each of them has a different claim to it.
First, the favourite, K T Rama Rao is playing the Telangana martyr who renounced his hard-won Assembly seat in December when the constituents bid him do it.
In the last election in April 2009, K T Rama Rao was seen as something of a milksop compared to his mercurial Dad, combative cousin Harish Rao and winsome sister Kavitha.
He scraped through by 171 votes, which, for a prince of the TRS, was considered as good as a drubbing. But since his renunciatory act, he’s won himself a decent claim to the S vote.
Congress candidate K Mahender Reddy’s claim to the bechara vote arises from that very electoral skirmish. Last time, as an Independent - albeit supported by Congress strategists - he almost bested the TRS yuvraj.
So he can tug some heart strings too.
And then, the TDP candidate Putta Kishore says he deserves a little S because his party leaders went uninvited to the Maharashtra border and tested the mettle of police lathis in that state last week.
But this bypoll is not about Sympathy, it is about Sentiment. As A Lingam Goud, a student, puts it voters are not interested in any factor other than separate statehood for Telangana.
“The TDP and Congress candidates are both good men. They can have our sympathy but not our sentiment.’’

TDP: One eye here, one eye there
Going into this byelection, the TDP sounds a lot like the Lok Satta Party. It talks of `bigger’ problems such as development, Babhali project, weavers’ suicides, price rise, corruption. As an insider said, when a party fields `symbolic’ candidates such as Telangana suicide victims’ relatives, it means it is playing for the media coverage rather than the sweepstakes.
It is uncertain what the Telangana voter’s reaction to the Chandrababu Naidu’s sophistry will be. His two-eyes policy has left Telangana TDP leaders walking a tightrope. The moot question is whether the TDP will be able to convince voters that the TDP alone can fight for their `real’ problems.
Privately, TDP leaders admit that Sentiment is much stronger now than in earlier elections. In a candid admission, a TDP potential nominee said Telangana was the only issue in this byelection.
The ray of hope for him is that other issues may tilt the balance in his favour in the threecornered contest.
TDP chief Naidu will tell voters that Telangana witnessed rapid progress only during his nine-year tenure as chief minister. He will blame the Congress for the illegal construction of the Babhali project in Maharashtra and how SRSP, the main source of water for northern Telangana, dried up due to the ineffeciency of the Congress.
Naidu will enumerate the TDP’s efforts as an opposition party in dealing with issues related to Telangana. The TDP alone has waged a war against the illegal construction of Babhali since 2005. The TDP fought against printing the skull symbol on beedi rolls, the plight of Gulf victims, the weavers’ plight, etc.
Two-eyed Naidu’s difficulty in this byelection is that one of his eyes is perforce cocked to Coastal Andhra.
However, Naidu is a clever poll manager and will look to score some important points for his party. He will do his hard work on getting the caste equations right. The hope for the TDP lies in the fact that the PRP, the spoiler in 2009, is not in the fray now. Plus, the TDP has a strong cadre base in the region.
All said and done, the cards are stacked against TDP and it remains to be seen whether the TDP will be able to retain its Vemulavada seat at least.

HYDERABAD: The Opposition TDP leaders from both Telangana and Andhra regions have expressed doubts over the Centre’s five-member committee on Telangana.
While, the Telangana leaders doubted whether the committee was intended to delay the process, the Andhra leaders felt that the Committee was to divide the State and o p p o s e d t h e same.
The Seemandhra leaders questioned the rationale behind announcing the committee without the approval of the Union Cabinet. TDP leaders D Uma Maheswara Rao and others said in Vijayawada how did the Centre constitute a committee without the nod of the Union Cabinet. However, they decided to intensify their agitation for United Andhra Pradesh.
Meanwhile, the TDP leaders like M Narasimhulu and N Janardhan Reddy felt that the Congress was trying to buy time. ``Announcing the committee is nothing but delaying the process of T formation,’’ they felt. However, the leaders said that they would make their stand clear only after the Centre announced the terms and references of the committee, which would be announced in a day or two.
The Telangana leaders demanded that the Centre should announce a timeframe for the committee.
They said that they would abide by any decision taken by the political JAC of the Telangana.
The future course of action would be decided in the JAC, they said.
Meanwhile, TDP chief N Chandrababu Naidu tried to be cautious saying that ``Telangana and Seemaandhra were his two eyes.’’ He refused to make a straight comment on the constitution of the committee. He said that TDP was enjoying good support from the people of both the regions and it would be continued in future too.

‘Last-ditch’ bid to prevent Centre from ‘serving' Telangana

HYDERABAD: Realisation dawning slowly on them that the Centre may announce grant of a separate Telangna state `at any moment’, Telugu Desam leaders from Andhra-Rayalaseema are now making a last-ditch effort to create a rift within the Congress-led UPA Government.
``The Centre may announce the formation of Telangana at any moment,’’ said a TDP leader from Rayalaseema region after the Andhra and Rayalaseema leaders met at NTR Bhavan today.
Coming to know that some allies of the Congress like Sharad Pawar of NCP, Mamata Benejree of Trinamool Congress and Dayanadhi Maran of DMK are opposing creation of smaller States, they have decided to meet them. The leaders will camp in Delhi on February 3 and 4 and meet Union Home Minister P Chidambaram and leaders of all UPA partners in a bid to convey their strong feelings to members of the Union Cabinet.
``Any decision on Telangana will have to be approved by the Union Cabinet. The above-mentioned UPA partners may oppose granting statehood to Telangana at a Cabinet meeting to be convened for the purpose of approval,’’ hoped a TDP leader.
The Andhra leaders will explain to the UPA partners that once Telangana is carved out Maoists will dominate the new state. They are also hopeful that the prime minister will oppose formation of separate Telangana in the wake of reports that the China is trying to use Nepal as its base to wage a war against the country and the reports that China even hacked the PMO’s website. As the Maoists are trying to build a `Red corridor’ across the country fron Nepal down to Srikakulam and Orissa, they are sure to regroup and re-emerge on the scene in a separate Telangana, the Andhra leaders say and are likely to place their viewpoint strongly before the Union Government and the Cabinet ministers belonging to different regional parties.
Briefing reporters on their deliberations here today, TDP leaders said that they would continue their agitation for United Andhra and support all the agitational programmes launched by teacher and student JACs in the Andhra and Rayalaseema regions.
They also declared their support for the week-long agitational porgrammes announced by the political JAC in Anantapur yesterday.
Meanwhile, the Telangana TDP MLAs who met at the TDLP office, welcomed today’s statement made by the Union home minister. However, they wanted a a timeframe fixed for the proposed committee.
Telangana should be carved out without any further delay, said TDP leader N Janardhan Reddy.

TD Seemandhra leaders vow to intensify stir

HYDERABAD: Opposing the bifurcation of the State, Seemandhra leaders of the TDP have decided to meet at NTR Bhavan, once the proposed Central committee on Telangana was announced officially. Andhra and Rayalaseema MLAs of the party met here Saturday and decided to intensify the agitation for united State.
However, they said that they would meet again once the Centre announces the committee on Telangana.
“We will chalk out future course of action after the proposed T committee is out,’’ a TDP MLA said.
Meanwhile, speaking to reporters here, party MLA D Narendra Kumar said that they would oppose the bifurcation of the State tooth and nail. “We are for united Andhra and the Centre cannot decide on the fate of Andhra Pradesh,’’ he said. He further stated that if Telangana was carved out, there would be similar demands from other regions. He went to such an extent that the division of AP would lead to the division of the country.
Recalling statehood demands in 12 other states, he said why is the Centre not showing the same interest in them. Chidambaram and Veerappa Moily cannot decide the future of Andhra Pradesh, he pointed out.
“How will the core committee of the Congress decide on the bifurcation of the State unilaterally? We want a Constitutional committee to look into separate statehood demand,’’ he said.
Being a national party the Congress should have a national policy on bifurcation of states. The Congress should not behave like a regional party and constitute a committee only for the division of the state, he said.
D Uma Maheswara Rao alleged that Union Home Minister Chidambaram was imposing his personal agenda on the Congress. Chidambaram supported smaller states like Vidharbha and Telangana in his book “A view from outside’’.
TDP spokesperson Nannapaneni Rajakumari said that they would not accept division of the State at any cost.

When Chidambaram who said that wide ranging discussion would be taken up,how can they appoint a committee for modalities for Telangana? Is it not reneging on promises he had given to assuage the United Andhra Pradesh movement.Chidambaram if he has really wrote in his book about the benefits of creating Telangana,he should not preside over the Telangana matters in light of conflict of interest.Similiarly Veerappa Moily should not get involved in Telangana affairs since he belongs to Karnataka which is upper riparian state of Andhra Pradesh.Sonia Gandhi born in Europe,a fragmented continent with small countries, should not be involved since she cannot understand the importance of bigger states and more so she cannot understand India,No denying the fact that she is a Foreigner....The movement to preserve Andhra Pradesh should not be called Samaiykandhra but it has to be called Jai Andhra Pradesh since the only aim to protect the AP as it is.Samaiykandhra feels like they want something new.

HYDERABAD: Telugu Desam Party (TDP) leaders from Andhra and Telangana are waiting with bated breath for the Centre’s official statement tomorrow on the bifurcation of the State, based on which the respective groups would need to chalk out their plans.
Andhra and Rayalaseema leaders led by party senior K Yerran Naidu left for New Delhi tonight to meet Union Home Minister P Chidambaram. They are likely to urge him not to constitute a committee with the sole agenda of dividing the State. Their Congress counterparts from the two regions are already in the national capital remonstrating against the proposed committee on bifurcation.
Meanwhile, TDP legislators from Andhra and Rayalaseema have decided to meet at NTR Bhavan tomorrow and discuss the political situation after the Centre makes its statement.
If the committee were set up with the brief to study the splitting of the State, the Andhra and Rayalaseema leader are expected to announce their agitational programmes tomorrow itself. On the other hand, if the Centre did not fix any time-frame for the committee to submit its report, the Telangana MLAs will launch an agitation pressuring the Centre to expedite separation. The party’s Telangana MLAs met at the home of politburo member N Janardhan Reddy and discussed the political situation, including the Congress High Command’s directive to Congress MLAs not to associate with the political JAC.
Though the Andhra and Rayalaseema leaders of the TDP have threatened to step up their agitation for United Andhra, some Andhra TDP leaders are of the opinion that it was better to divide the State immediately.
``The Telangana movement has reached a point of no return, even if there is a lull as of now. It will not die down.
It is better to divide the State. The capital of Andhra should be located between Guntur and Vijayawada,’’ said an Andhra TDP leader, who unsuccessfully contested as an MP in recent elections.

Ban liquior and others in Telangana for 20 years, and see the human developement in the state. Because Telanganites are from Roman and Greece race the entire family drinks liquior from early morning.Thereby, there is hardly any money left for spending on education, health and paying taxes by consumption. Moreover, they say for their problems Andhrites,Kashmiris and Assamese are responsible. Even Telangana state forms with Hyderabad with the Andhrites income, they will stop working and boozing entire days. The Telangana govt issues scholarship to students and families fro the students for boozing. Anyhow with these Roman culture these stuents and families will become IITand and IIMs and biggest corporates.
