Distribution of Assets and Liabilities to be completed in three months

Express News Service
Hyderabad, February 27:
With the appointment of the Apex Committee by Chief Secretary PK Mohanty, the work on division of the State was commenced. Distribution of assets and liabilities, allocation of government employees and revenues will be completed in three months time. While Telangana realised its 60-year-old dream of separate state with Hyderabad as its capital, the Seemandhra region got several incentives and packages from the Central government. The sharing of Revenue, allocation of employees and distribution of assets will be as follows:

HYDERABAD'S REVENUE: Though, Hyderabad is a common capital for both residuary Andhra Pradesh and Telangana for ten years, Hyderabad will belongs to Telangana. So, the entire revenue generated from Hyderabad will go to Telangana government. GHMC will be the common capital for both the States. The State revenue during 2012-13 was Rs 69,146.5 crore, the share of Hyderabad and Ranga Reddy was about Rs 34,100.73 crore.

EMPLOYEES: The district level and local employees will be continued as is where is basis. The State-level employees will be given option to chose either Telangana or Andhra. There are around 84,000 state-cadre employees.

ASSETS: The assets of APGenco, Transco and APSRTC and others will be distributed as is where is basis. The lands belonging to RTC and other departments will be allocated to the respective governments depending on their location.

EDUCATION INSTITUTIONS: The quota being implemented in the educational institutions in the state will continue as it is for students of both the states for ten years. There will be no change in admission quota.
However, the Seemandhra got better chances. It will get one each institution of IIT, NIT, IIM, IISER, Central University, Petroleum University, Agriculture University, IIIT. AIMS-type super speciality Hospital-cum-teaching institution, one Tribal university and National Institute of Disaster Management.

RIVER WATERS: Two separate river boards for management of river water sharing for Krishna and Godavari rivers. Krishna Water Board will be located in Telangana and Godavari Water Board will be located in residuary AP. There will be no change in sharing of assured waters, being implemented now. Allocations, if any, to be made on excess flows by any Tribunal in future shall be binding on both the States.
All the ongoing irrigation projects will be completed. The advantage for Seemandhra was that the Centre will take up the construction of Polavaram.

REVENUES: The award made by 13th Finance Commission to the existing AP state will be apportioned between the two states - Telangana and residuary AP by the Central government on the basis of population ratio and other parameters.

POWER: The existing power purchase agreements (PPAs) with respective Discoms will continue for both on-going projects and projects under construction. Telangana will face severe power shortage. The Centre assured 4,000 MW power plant for Telangana, which will be constructed by NTPC. The advantage for Seemandhra is that existing coal linkages of SCCL will continue without any change.

HIGH COURT: The existing High Court will function as a common High Court, till a separate High Court for residuary AP is established.

STATE INSTITUTIONS: As many as 107 State institutions like APPA, MCRHRD and others will function for both the States, till such institutions are established in residuary AP.

Separate Polls in Telangana and AP under One CEO

VV Balakrishna - HYDERABAD

Election notification for Assembly and Lok Sabha will be issued separately for Telangana and Andhra Pradesh states.
“However, there will be no separate Chief Electoral Officers (CEOs) for the two states. At this point of time, appointing a second CEO is not possible. The present CEO will conduct elections in both the states,” sources in Chief Electoral Office (CEO) said.
The officials attached to the office of the  Chief Electoral Officer here were of the opinion that President Pranab Mukherjee would soon endorse the AP Reorganisation Bill, 2013 which was passed in both Houses of Parliament. “We are expecting that the Gazette notification dividing the state will be issued by Monday,” they said.
Once the gazette notification was issued by the President for a separate Telangana, the elections would be held for two states. “There is no possibility of conducting elections in a unified state,” the sources confirmed.
There would be no problem in conducting the elections with one CEO, the officials said.
All the Assembly and Lok Sabha segments were clearly demarcated with boundaries  and there would be no problem in conducting elections in the two separate states.
There was some confusion before 2008. But, after the delimitation of Assembly and  Lok Sabha segments in 2008, the jurisdictions of Assembly and Lok Sabha seats were in the respective regions only. For example, Bhadrachalam Lok Sabha segment was spread in four districts before 2008, which covered both the Andhra and Telangana regions. Now, there was no such problem.
“There is no overlapping with respect to the Assembly segments. All are separated as per the regions,” the officials said and added that Assembly segment and village-wise data are available.
CEO Bhanwarlal attended a preliminary meeting with Chief Election Commissioner two days back in Delhi. Once the gazette notification was issued, the Commissioner would consult the Union law ministry and issue separate notifications, the officials said. Bhanwarlal may attend another meeting for the conduct of elections in two states some time in March, sources said.

No Winners or Losers:KCR

“Today is a red letter day in the history of Telangana. I am very happy that separate Telangana is a reality today. The friction and arguments are over now. Let, the Telugus in both the states move forward for development and flourish together,” said Telangana Rashtra Samithi (TRS) president K Chandrasekhara Rao.
Speaking to reporters in Delhi on Thursday after the Rajya Sabha passed the T-bill, an elated Rao thanked AICC president Sonia Gandhi for delivering T but did not take any questions from media persons. “My heartfelt thanks to Soniaji,” he said.
KCR sought to stress the point that there were no winners or losers in  this issue. “Let us all live together happily. Those from Seemandhra who are living in Hyderabad are now part of Telangana. They need not worry about anything,” he said.
Praising Sonia Gandhi for her determination to carve oot Telangana, he said that without her firm resolve, T would not have been a reality today. He requested the reporters not to ask him any questions since he probably had thought they might revolve around merger of his party with the Congress.
“Today is a memorable day and it should be written in golden words in the history of Telangana. Despite hurdles and problems, Sonia Gandhi stood in favour of T. I thank her on behalf of the four crore Telangana people,” Rao said.
He also thanked prime minister Manmohan Singh, home minister Sushil Kumar Shinde, BJP president Rajnath Singh and opposition leaders in the Lok Sabha and Rajya Sabha Sushma Swaraj and Arun Jaitely.
“This is the victory of TRS workers. Whenever I gave a call for padayatra or rally, the workers responded in a big way. MPs, MLAs and MLCs resigned whenever I wanted them to. They threw the resignation letters in support of T without caring for posts. I thank all of them.”
Rao further stated that formation of T-state should not be construed as a victory for some and defeat for others. “Telangana people achieved their dream of self-governance,” he said.
Like a statesman, he said: “People, leaders and employees of both Seemandhra and Telangana argued with each other in the past. There were differences. But we should forget the bad and the good of the past. Let us develop together and prove to the country that Telugus could live peacefully in two separate states.”
He also said that all those Seemandhra people settled in Hyderabad and elsewhere in Telangana region were considered to be part of Telangana. “All Seemandhra people can live peacefully in Hyderabad. We have no bad idea about them,” Rao said.
RECONSTRUCTION: Rao said that the focus of TRS would be on reconstruction of Telangana. “I will see that Hyderabad will get international city status. ITIR project was sanctioned, which can provide jobs to the youth. There will be a shortage of power for Telangana. There is a lot of agenda before us. I will discuss the development and political issues later.”
Rao said he would stay in Delhi for two or three days more to meet Sonia Gandhi, Manmohan Singh, President Pranab Mukherjee and other constitutional heads for their cooperation for creation of Telangana.

Express News Service
Hyderabad, October 18:

Dr Ravuri Bharadwaja, popular Telugu writer, school dropout and Jnanpith awardee for 2012, died on October 18, aged 87.

There were hundreds of novelists in Telugu literature. But, Ravuri stands out. Because, he was the only novelist to get prestigious Jnanpith award for a novel, Pakudu Rallu, for the year 2012. The two other Jnanpith awards for Telugu were given for classical and modern poetry.
Last Friday, on October 11, Dr Ravuri was presented Jnanpith at a simple function in Delhi. After he returned from Delhi he fell ill due to multiple health problems. He was admitted to a private hospital here for treatment to diabetes, BP, kidney trouble, infection in stomach and other problems. He breathed his last on Friday night in the hospital.
Bharadwaja born on July 5, 1927 at Moguluru in Krishna district, then in Hyderabad State. Later, he migrated to Guntur district.
The greatness of Ravuri was that though he studied up to eighth class, his books were prescribed as text books. The school dropout had experienced abject poverty and it was also one of the reasons for Ravuri to discontinue his studies.
When his school teacher wanted him to come in a neat uniform as there was inspection of the class, Ravuri went to school to a casual dress. The teacher scolded Ravuri for not wearing neat dress, Ravuri cited poverty as reasons. He threw his books on the face of the teacher and never entered school again.
Later, the entire universe became Ravuri's classroom. He studied the society and understood the poverty and other problems. The surroundings awakened a great writer in Ravuri at an early age. Ravuri worked as a technician, agricultural labour and other menial jobs to fend his family as an elder son. He observed the people and started writings on the happenings of the current day society.
The writer in Ravuri helped him to work as a sub-editor in Zameen Rytu and later he joined in All India Radio (AIR) in 1959. He also worked for various periodicals.
Ravuri started penning short stories at a tender age of 17 years.
His first published story was Vimala and his first book was Ragini in 1950. Initially, Ravuri was under the influence of Chalam. But, later he found his own style in Telugu literature.
He received Andhra Pradesh Sahitya Akademi award twice, first in 1968 and again in 1983. He also got the prestigious Kendriya Sahitya Akademi award in 1983. He was the first recipient of the Gopichand award in 1968, Telugu University Award in 1981 and Bharatiya Bhasha Parishad of Kolkota in 1993.
MS Reddy produced the film, “O Prema Katha”, in 1987 based on Bharadwaja’s story “Karimingina Velagapandu”. His Jeevana Samaralu, a sketch on different caste professions, was a marvellous work. In all, Ravuri had to his credit more than 37 volumes of short stories and 17 novels among other works.
When he was selected for Jnanpith in Apirl, Ravuri reacted in a humble manner: “I am feeling like having been blessed with a healthy son after remaining childless for a decade. I am at a loss for words.
I struggled for food and clothing. I never asked for awards. Of course, I am happy for getting this award.”

Chief Minister N Kiran Kumar Reddy, Opposition leader N Chandrababu Naidu and YSRCP president YS Jagan Mohan Reddy and several literary persons condoled the death of Ravuri.

Irrigation department allays fears of post-division water shortage

Published: 03rd October 2013 08:53 AM
Last Updated: 03rd October 2013 08:54 AM

So far,the participation of farmers in the United Andhra agitation was very less. To intensify the United AP movement, the Seemandhra JAC was motivating farmers and organised a "Rytu Mahagarjana" in Hanuman Junction in Krishna district on Wednesday.
The Seemandhra leaders were telling the farmers that the division of the state would render them water less for agriculture. However, some of the farmers in coastal districts were of the opinion that the division of the state would increase the prices of their agriculture lands. Even a teacher in Krishna district recently refused to participate in the APNGOs strike citing the reason that his land would fetch more money after the division of the state.
Now, the Seemandhra leaders were explaining the farmers that the division would really damage the entire agriculture sector in Seemandhra region, particularly in Rayalaseema, as farmers would not get water at all.
Contrary to this general apprehension from some Seemandhra leaders, the Irrigation department averred that there will be no problem in sharing river waters after the division of the state. This is because   all the major projects in the state were constructed on allocated waters only. The water allocation was done on project-wise. So once the state was divided, there is no possibility of reducing or increasing the allocation to a particular project in a particular region.
Top officials of Irrigation Department gave a detailed note on water allocation to each project. Major Irrigation Minister Peddi Sudarshan Reddy furnished the same to the media. If at all there were disputes in sharing water in post division of the state, they could be resolved through boards on the lines of Tunga Bhadra Board, the Minister explained.
As far as utilisation of Godavari waters was governed by Godavari Water Disputes Tribunal (GWDT), which comprises the settlements among the party states in the matter of sharing the waters among various states.
Of the 45,483.6 sq km catchment area of Godavari in the state, 36,012.9 sq km catchment area was in Telangana and 9,470.73 sq km catchment area was in Andhra region. Around 79.18 percent of catchment area of Godavari was in Telangana region and only 20.82 per cent was in Andhra region.
