TG Genco, Transco Created, to be Functional from June 2

HYDERABAD:  Transco and Genco are created for the Telangana state on Thursday and they will start functioning from June. Accordingly, the assets, liablities, staff and coal blocks are allocated to TG Transco and TG Genco.
 Orders to this effect were issued on Thursday. Effective date for Transfer of functions, assets, liability, posts and staff: is June 2. All the functions presently being carried out by AP TRANSCO in the area of Telangana State shall stand transferred to TG TRANSCO. For Telangana state, separate power purchase committee will also be set up.
  Likewise, all the functions presently being carried out by APGENCO in the area of Telangana State shall stand transferred to TG GENCO from June 2.

ALLOTMENT OF COAL BLOCKS:  The allotment has been done after taking into account end
use projects.

Nuagon Telishhi: Mineable Reserves are 450 million tonnes and end use projects are identified as 3x800 MW Units at Srikakulam and 5x800 MW Units at Vodarevu at the time of allocation. The said units are not yet grounded and hence, the mineable reserves may be allocated to both the States as per the ratio 58.32:41.68 to APGENCO & TG GENCO to both the States and necessary request may be made to the Ministry of Coal for change of end use projects by the successor entities, said the orders issued on Thursday by spepcial chief secretary (Energy) SK Joshi

4 IAS, 13 CCS Officers on Deputation to Stay

HYDERABAD: The state government on Thursday decided to continue the services of four IAS officers and 13 central civil service officers of different services working with the state government on deputation.
The services of these officers are to be placed between the two successor states of AP and T after June 1 till the state governments decide on their further continuance in the respective states. Their services will be continued till June 30.

At Last, Consensus on ‘Nativity’ of Govt Staff

HYDERABAD: Here is good news to Telangana employees. A broad consensus has emerged on allocation of Telangana employees to Telangana and Seemandhra employees to the residuary AP in the provisional as well as final allocation.
The consensus emerged after representations from Telangana employees and recent meetings of senior officials with the chief ministers- designate K Chandrasekhar Rao (Telangana) and N Chandrababu Naidu (AP). Both the leaders have agreed to the proposal to allocate the employees as per their nativity.
In such a case, all the vacant posts in Telangana will be filled with entirely by T-employees. So that all the T-employees will be allocated to their state of choice. The Telangana government has to create supernumerary posts, to which the TRS, the ruling party in Telangana, has agreed.
But, even after all Seemandhra staff are allocated to residuary AP, then there will still be some vacancies in residuary AP. But, the senior officials refused to give the exact number of supernumerary posts to be created in Telangana and the vacancies in AP.
The broad consensus to allocate T-employees to T and Seemandhra employees to AP is to ensure that both the new States should not start with tensions. “The people should feel happy in the new states, there should not be any tensions,” an officer said.
Telangana employees’ unions wanted creation of supernumerary posts before the government issued “order to serve” letters to them for provisional allocation. “As officials, we can not create supernumerary posts right now, as there is no elected government,” an official added.
Officials submitted a report to the Centre on Wednesday that around 9,500 employees were to be allocated provisionally to Telangana, which include 300 to 400 Seemandhra employees. On Thursday, the officials, considering the demands of T-employees positively, decided not to allocate these 400 employees to Telangana in the provisional allocation. So, they made last-minute exercise on Thursday. That is why the department of personnel and training (DoPT) decided to allocate the state-cadre employees on Friday.
The officials stated that one year after the Appointed Day, the central government would hold control over the staff. So, the employees need not worry over the provisional allocation. However, the officials assured that the entire exercise of final allocation would be completed in three months after the appointed day.
But, there is discontent among some Telangana union leaders as very few Telangana employees are working in Seemandhra. The decision to bring the Telangana staff in Seemandhra back to Telangana should be taken after the appointed day in due consultations with the two chief ministers and the Kamalanathan Committee.

'Finishing State Division Work in 3 Months is a Record'

HYDERABAD: Outgoing chief secretary PK Mohanty, who is retiring on June 1, is not interested in taking up a ‘paid post’ in the government but in teaching or working as an adviser to the government. He says he is satisfied that he has completed the state’s bifurcation work in a record span of three months. He admits that 10 to 20 per cent mistakes are possible in the division work but adds that they can be rectified in future. In an interview with
VV Balakrishna, the last chief secretary of the combined state speaks on a host of issues including the state’s bifurcation work.
Excerpts:
How is the bifurcation work progressing?
State’s division took seven years in UP, and one year and three months in MP. We have completed it in AP in just three months. This is because of the good work done by 21 sectoral committees. Despite elections and some unrest we have completed the work in such a short span of time. The reports of around 14 committees have been finalised. Some more will be finalised after the Appointed Day (June 2).
How is the cooperation from officers?
All the civil service officers have worked in a transparent manner. The State Reorganisation Cell too has worked in the best way. I thank all the officers.
How is the cooperation from employees?
All the employees have cooperated till now. And they should extend the same for one more month. There may be 10 to 20 per cent mistakes in the work but these can be rectified in future.
There are apprehensions among some state-cadre employees over allocation.
Some employees may have doubts. But, the allocation is not even provisional basis. We will issue only “order to serve”. The final allocation will take place only after June 2. Employees need not worry.
What steps are you taking to address their fears?
I am holding a meeting with all major unions of employees from AP and T regions at the Secretariat on May 29. I request the employees to take their table, chair and file. This is only an order to serve. Later, the two chief secretaries and the grievance cell will hear their problems, if any.
You are the last chief secretary of the United AP. How is your experience?
The bifurcation work is a Herculean task. But, we have completed it, which normally takes at least a year, in three months. I thank God for it. I underwent a lot of stress. Immediately after retirement, I will go to the Jagannath temple at Puri to thank God for the successful completion of the division work.
What are your plans for post-retirement life?
I will not take any paid post. I am interested in teaching or will continue as an adviser to government without taking money. I will try to establish a national institution of urban management (NIMU) in Hyderabad. I have authored some books on urban planning.
  

About 400 Seemandhra Staff to Serve Telangana State

HYDERABAD: Around 9,500 state-cadre employees will be allocated to Telangana government on provisional basis to work for the T-state form June 2. Among them, there are around 300 to 400 Seemandhra employees.
According to sources, the State government officials submitted a report to this effect to the Department of Personnel and Training (DoPT) in Delhi on Wednesday. The related file may go to the Prime Minister on Thursday and the allocation of state-cadre employees will be done on Friday.
According to sources, the State government identified around 65,000 state-cadre employees to be allocated between Andhra Pradesh and Telangana states.
They include around 28,000 field level officers. There are some vacant posts too. After deleting the field-level posts and vacant posts, the actual number of personnel is arrived at.
After all these calculations, the State government officials informed the Centre that around 9,500 state-cadre employees will be allocated to Telangana on provisional basis. Of the 9,500 employees, around 300 to 400 belong to Seemandhra. But, the total number of Telangana employees to be allocated will be known only after Friday.
Meanwhile, Chief Secretary PK Mohanty will conduct a meeting with the Telangana and the Seemandhra employees’ unions at the Secretariat on Thursday to clear their doubts on the allocation of state-cadre employees.

Different colours for EALs on liquor bottles for AP and T

  The Excise Adhesive Labels (EALS) in Telangana state will be in pink colour. The present labels with same colours will continue for the residuary AP state. But, the colours of labels on liquor bottles will be changed for Telangana state.
 Light Pink for manufacture within the T-State, light orange for the exports labels, light red for the imports labels and light black for CSD labels. For Telangana EALs for local consumption instead of “light green colour’ “pink colour” will be used used. Regarding Central State logo, Telangana State Logo will replace the existing one in due course of time after it is created.
For the State of Telangana, wherever “Government of Andhra Pradesh Prohibition & Excise” is printed, it shall be replaced by “Government of Telangana Prohibition & Excise”.
 The colours to be continued for residual AP: Light green for manufacture within the State, light yellow for the exports labels, light yellow for the imports labels and light brown for CSD labels.

BEVERAGES CORP: A new Corporation under the name "Telangana Beverages Corporation Limited" under the Companies Act 1956 was created. The resolution of the APBCL Board of Directors meeting held on May 12 was approved by the government. The area of operations,
assets and liabilities, share capital, sanctioned posts and the staff working between both the corporations i.e., Andhra Pradesh Beverages Corporation Limited and Telangana Beverages Corporation Limited were also approved by the government.
CYCLONE WING TO BE SHIFTED TO AP:  State Project Implementation Unit (SPIU) which is
functioning to implement the National Cyclone Risk Mitigation Project (NCRMP) funded by the World Bank for an amount of Rs 771.50 crore will be shifted to residuary AP.
   This project is  a Centrally Sponsored Project with 75 per cent contribution
by the Central government, as Grant-in-Aid and matching 25 per cent contribution by the State government. The task of the SPIU is to reduce the vulnerability of coastal states, through creation of appropriate infrastructure which can help mitigate the adverse impacts of cyclones.
The project is working in nine coastal districts -  Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur, Prakasam and Nellore.
 In view of the bifurcation of AP, the proposals for restructuring of Revenue (DM) department was furnished to the government. The unit will be allocated to residuary AP, since the NCRMP works are situated in 9 coastal districts of AP. Around 50 sanctioned posts in the unit will also go to residuary AP.

Allocation of AIS Officers to Two States May be Delayed

HYDERABAD: As expected, the allocation of All India Service (AIS) officers between Telangana and Andhra Pradesh will be delayed, due to change of government at the Centre. However, the requisite number of AIS officers will be allocated between AP and Telangana on an ad hoc basis. The final allocation will take place only 15 to 30 days from the Appointed Day of June 2.
The file pertaining to the allocation of AIS officers was not placed before the then Prime Minister Manmohan Singh. While Narendra Modi took charge as the new PM on Monday, the signing of the file pertaining to the final allocations by Modi will take time due to the cumbersome procedure involved.
“The Pratyusha Sinha committee-prepared draft list has to be first okayed by the Prime Minister. Once he approves it, the list will be placed on the website. Then, the Department of Personnel and Training (DoPT) will invite suggestions / or objections from AIS officers. After incorporating the same, the DoPT will prepare the final list of AIS officers to be allocated to AP and Telangana. The list will again go to the Prime Minister for his approval. The entire process will take at least one month,’’ top sources in the Secretariat told Express.
So, the DoPT will allocate 42 of the 600 AIS officers on an ad hoc basis. These will be officers holding key posts such as chief secretaries, DGPs, Intelligence Heads, Law and Order Heads, Principal Conservators of Forest (PCCFs), etc.
“The idea is to see that the ‘peshis’ of AP and Telangana chief ministers should function from June 2,”  the sources said and added that all the officers allocated on an ad hoc basis would  be deemed to be under AP cadre till the final allocation took place in 15 days to one month time.
Till then, the Principal Secretary of each department would serve the respective department in both the states. Only 42 officers will be given ‘orders to serve’, they added.
