Division Process Begins; 6 Major, 15 Sub-Committees Constituted

   The the work to divide the United Andhra Pradesh into Telangana and Andhra Pradesh has officially commenced on Friday. The State administration constituted as many as six major and 15 sub-committees on Friday to divide the state. An official memo (C No 5950) was issued constituting the committees. Chief Secretary PK Mohanty circulated the memo to the officials concerned on Friday. With this the division process was initiated officially.
    The division process consists several steps. First the 15 sub-committees will prepare three copies of each file. They will send one copy to archives, one will be kept in the section and another will be sent to the secretary concerned. The information form these 15 sub-committees will then reach to the the AP Reorganisation Cell, which is headed by three officers - K Ramakrishna Rao, B Venkatesam and Jayesh Ranjan. The Cell will send the information to Apex Committee constituted special chief secretary (Planning) SP Tucker. The apex committee, which will have eight members, will send the report to the Chief Secretary. The CS will then send the information to the advisors of the Governor. For the Central government's committees to officialise the division process.
  The sub-committees and Reorganisation Cell will report to the Chief Secretary on the progress of division work on weekly basis.

The sub-committees or sectoral committees will function under the leadership of senior officers. The memo issued on Friday constituted six major committees. 1) Files Inventory and Care, 2)Employees Data, 3)Apex Committee and State Reorganisation Cell, 4) Sectoral and Subjects Committee. Under which 15 sub-committee are formed. 5) Departmental Restructuring & Reforms and 6)New Educational Institutions and Infrastructure Facilities. All these Committee will work for not only for the division of assets and allocation of employees between two states but also work for implementation of the Centre's assurance to Telangana and residuary AP and also help the Centre to find out a new capital city for the residuary AP.
  Key points in the 52-page memo issued for the division are:

 1. Files Inventory and Care: All departments shall prepare and maintain the full list of files in each of the offices under their control. All files, including note files shall be properly page numbered as per established office procedure. All important papers must be parts of the Current files. There should be no loose papers hanging in the files. All important files, e.g. those involving land/assets, liabilities, finance and other critical matters shall be photocopied. One copy for archives, one copy for Secretary and one copy for Section. The list of files should be computerised after categorisation (e.g. Land related, Personnel related, Finance related, Investment related and Scheme related in a prescribed format).
  List of files relating to Andhra region matters, those relating to Telangana region matters and those relating to common matters are to be prepared separately.   All departments have to furnish the required summary in formation to GAD by 15th March.

2 EMPLOYEES DATA: HRMS application of the Government has captured the basic details of the employees of all categories - Regular, Grant in aid, Home guards, Work-charged, NMR, Contract, Outsourced etc.
  However, it is the basic responsibility of each department to have complete information about each category of employee working at various levels: Secretariat, HoD, Organisation/PSU/Society, etc.
 The information in HRMS package is to be verified by all the departments for accuracy. Any discrepancies should be corrected immediately, so that all personnel records are corrected and up to date.

3 Apex Committee & State Reorganisation Cell: Apex Committee shall be constituted to look into all transition related issues. The Chairman of the Committee will be decided at appropriate level. Other members of the Committee shall be as follows: SP Tucker, Convenor, Nagi Reddy, LV Subrahmanyam, Sam Bob, Raymond Peter, Ajay Mishra, Sameer Sharma, B Venkateswra Rao and Rajiv Sharma are members.
  The Committee will be assisted by a State Reorganisation Cell. The State Reorganisation Cell will be coordinated by Special Secretary, Finance with MD, State Housing Corporation and MD, APIIC as members.

4) Sectoral/Subject Committees: Sectoral/Subject Committee shall work on issues to be addressed in the transition period and shall place their reports to the Apex Committee before such reports/recommendations are sent to the competent authority for approval. Following are the 15 sub-committees under  Sectoral/Subject Committees:
   1) Buildings in Hyderabad and Properties across State:
  All the Special Chief Secretaries/Principal Secretaries/Secretaries have to list out the offices which are under the control of their department for division. They are also required to list out properties located outside GHMC area and outside the State.
 2)Policing Issues: Assistance from Central Government: The Central Government would provide assistance to the successor States to raise additional police forces. Greyhound training centre would be maintained and administered by the Central Government for a period of three years. A state of the art training centre similar to Greyhound training centre is to be set up in residuary Andhra Pradesh by the Central Government. New operational hubs for Greyhounds in both the successor States would be set up by Central assistance. Necessary
proposals in this regard are to be worked out and submitted to the Central Government by 15th of March.
  The Greyhounds and OCTOPUS forces are to be divided based on the options of the personnel and would function under respective DGPs.

3)Assets and Liabilities, Financial: The apportionment of financial assets and liabilities such as treasury and bank balances, Schedule VII funds, pensions, PF would be taken up by Finance department.

4)Assets and Liabilities, Companies and Corporations: There are 89 Government companies and corporations listed in Schedule IX of the Act  The assets, rights and liabilities are to be apportioned based on the principles enunciated in the State Re-organisation Act. This is a  major exercise which would involve development of guidelines, systematic gathering of information, and establishing authenticity of data gathered and taking up appropriation based on the stated
principles.
  The employees of these undertakings are also to be apportioned based on the concern ed corporate bodies’ guidelines. Secretaries are to prepare the list of contracts that are to be apportioned. As this is a technical work, which requires a thorough understanding of contracts, Irrigation department is requested to coordinate this activity by issuing necessary guidelines.

6) Training Institutions and Centres: There are 107 training institutions and centres listed as part of Schedule X of the Act.  Depending on the location of the institution, the Government of that area has to make sure that these institutions continue to provide the same facilities to the people of other successor State. The terms and conditions of providing such services have to be agreed between the successor states within one year of appointed date. This is a major exercise which would need coordinating with 107 institutions and drafting and creating agreements on the structure of management and
terms of services to be provided.

7)Employee Allocation : The employees of local, district, zonal or multi- zonal cadres which fall entirely in one of the successor states are deemed to be allotted to that successor State. The rest of the employees would be allocated based on their options and other guidelines that would be evolved by the advisory committee to be appointed by the Central Government. GAD is to coordinate with the Central Government.

8)Special Development Package and Incentives: Special development  packages for backward areas of the successor State of Andhra Pradesh  in general and Rayalaseema and North Coastal regions will be
worked out by the Centre. Prime Minister has also announced a special category status to the successor state of Andhra Pradesh. Planning department to work out necessary proposals and present to the Planning Commission.

9)Irrigation : There is lot of preparatory work to be carried out to work out operational guidelines, staffing patterns, budgets, office locations, procedural protocols with respect to  Krishna and Goda
vari River management boards. Teams may be sent to study similar boards elsewhere in the country to understand the intricacies of functioning.

10) Energy: The Energy department is requested to study the issues which cropped up during the bifurcation of the thre States in 2000, and suggest appropriate guidelines and operational protocols for giving effect to the provisions of the Act.  The Committee will also review the investment projects being executed  and in pipeline for both the regions.

11) New Capital Issues: The Central Government proposes to provide special financial support for the creation of facilities in the new capital for the successor State of Andhra Pradesh. If de-notification of degraded forest land is required for the new capital, the Act has made provisions for that also. An expert committee is to be constituted by the Central Government to study various alternatives regarding the new capital for the successor State of Andhra Pradesh and make appropriate recommendations within a six month period from the appointed date.  MA & UD department is requested to identify experts in urban planning, transportation, infrastructure and finance who would be able to do the necessary ground work and assist the Government of India committee with data and analysis. CGG/NIUM would provide the necessary technical support in the matter. In particular, rail and highway connectivity between district headquarters and new capital and between new capital and Hyderabad need to be established.

12) Higher Education & Medical Institutions: The Act provides for the existing admission quotas in all government or private, aided or unaided institutions of higher, technical and medical education shall continue, as far as they relate to article 371 -D of the Constitution. Further, the common admission process shall also continue. Quotas as per article 371-D and common admission process would be there for a period of ten years. Higher Education department and Medical and Health departments shall work out necessary operational instructions to all higher educational institutions and place before the apex
committee.


13) Services: There are several service - related issues such as appointment, seniority lists, holding of DPCs, declaration of probation, pending employee association issues, preparation of Service Rules and Codes, etc. that may be applicable to the two states. GAD (Services) shall take immediate action to prepare the services related issues pending and action that need to be taken during the transition.


14) Court Cases & Laws: The lists of the Court cases in Supreme Court and High Court where the Government of Andhra Pradesh is a party should be prepared by all departments and consolidated by Law Secretary. The applicability various Central and State Acts which are currently applicable to Andhra Pradesh needs to be studied and Law Secretary shall make suggestions regarding the amendments that need to be done so that the existing laws can apply seamlessly to the two states.


15) Resource Mobilisation: A resource mobilisation committee headed by Pr Secretary (Revenue -Excise and Commercial Taxes) would look into the issues related to all resource related matters and how they would be apportioned between the successor States.
   Weekly reports are to be sent about the progress of work on every Friday from Sectoral Committee to Apex Committee. This information would be compiled and submitted to competent decision - making authority competent decision - making authority.

5) Departmental Restructuring & Reforms: The structure and staffing of practically all departments, including their undertakings, organisations, societies, agencies, etc. will need to change when the
two states come into existence. Some of the outfits of departments have lost relevance in the course of time and they need to be closed or merged with other outfits. The staffing patterns of these outfits need to be drastically altered.
  All  Special Chief Secretaries/Principal Secretaries/Secretaries should study the organisational structures and staffing of departments and undertakings, organisations, agencies, etc. and propose changes. CGG will establish a research team which could study the proposals and make suggestions which will be put up to the apex committee for consideration. The Secretariat Business Rules, Secretariat Instructions, Public Works Codes and Manuals, Sanction Norms, etc. need to be suitably modified to take into account the changed circumstances and also the reforms needed in view of experience gained in implementation and best practices followed elsewhere. The CS and other officers will prepare basic documents for both States for the smooth conduct of their business.


6) New Educational Institutions and Infrastructure Facilities:
 All the Secretaries of the departments mentioned in the table below have to ensure that the institutions and infrastructure facilities provided in the act become a reality. All the preparatory works related to this such as concept notes, feasibility studies, and detailed project reports have to be prepared urgently
and submitted to competent authorities. They should take necessary action immediately in this regard.

EDUCATION:

The Government of India shall take steps to establish institutions of national importance in the 12th and 13th Plan periods in the successor state of Andhra Pradesh. This would include one IIT, one NIT, one IIM, one IISER, one Central University, one Agricultural University and one IIIT. Higher Education The Government of India shall establish one AIIMS-type Super-Specialty Hospital-cum-Teaching Institution in the
successor State of Andhra Pradesh.

The Government of India shall establish a Tribal University each in the State of Andhra Pradesh and in the State of Telangana.
Horticulture University shall be established in the successor State of Telangana. The Government of India shall establish the National Institute of Disaster Management in the successor State of Andhra Pradesh.


INFRUASTRUCTURE: The Government of India shall develop a new major port at Duggirajupatnam in the successor State of Andhra Pradesh to be completed in phases with Phase I by end -2018. SAIL shall examine, within six months from the appointed day, the feasibility of establishing an integrated steel plant in Khammam district of the successor State of Telangana.

IOC or HPCL shall, within six months from the appointed day, examine the feasibility of establishing a greenfield crude oil refinery and petrochemical complex in the successor State of Andhra Pradesh.

The Government of India shall, within six months from the appointed day, examine the feasibility of  establishing a Vizag -Chennai Industrial Corridor along the lines of Delhi-Mumbai Industrial Corridor and take within such period an expeditious decision thereon.
The Government of India shall, within six months from the appointed day, examine the feasibility of expanding the existing Visakhapatnam, Vijayawada and Tirupati airports to international standards and take an expeditious decision thereon.

NTPC shall establish a 4000 MW power facility in the successor State of Telangana after establishing necessary coal linkages Energy

Indian Railways shall, within six months from the appointed day, examine establishing a new railway zone in the successor State of Andhra Pradesh and take an expeditious decision thereon.

NHAI shall take necessary steps to improve road connectivity in the backward regions of the successor State of Telangana.

The Indian Railways shall, within six months from the appointed day, examine the feasibility of establishing a Rail Coach Factory in the successor State of Telangana and improve rail connectivity in the State and take an expeditious decision thereon. The Central Government shall consider measures to establish rapid rail and road connectivity from the new capital of the successor State of Andhra Pradesh to Hyderabad and other important cities of Telangana.

The Government of India shall examine the feasibility of Metro Rail facility in Visakhapatnam and Vijayawada-Guntur-Tenali Metropolitan Urban Development Authority within a period of one year from the appointed day and take expeditious decision thereon.
