Naidu Likely to Function from L Block

Hyderabad: Andhra Pradesh chief minister designate N Chandrababu Naidu is likely to work from L Block in the Secretariat. Though, the State government officials allotted H South Block for Naidu, he refused the same citing vastu reasons. On Saturday, the officials examined the L Block for the Chief Minister of AP. Principal secretary B Sam Bob (R and B), chief secretary-designate for AP IYR Krishna Rao and other officials visited the L Block and gave instructions to make necessary arrangements. Chamber for AP chief minister will be located in the eighth floor of the L Block. The proposal will be put before Naidu and inform him about the vastu changes proposed in the L Block. If Naidu okays it, then the officials will start work to provide furniture and other facilities for him in the eighth floor of L Block. ‘’Take all Vastu precautions,” a senior officials told the R & B staff. As par vastu, the official will construct a six-feet wall on the road opposite to Nalla Pochamma temple in the Secretariat. The wall will divide AP and T chief ministers blocks in the Secretariat. The Telangana chief minister will function form C Block.

AP, T RTCs Exempted from permits

Road Transport Corporation buses of both successor states - Telangana and AP - will move freely for one year between the two states without an agreement. Governor ESL Narasimhan accorded permission for validity of existing permits of APSRTC buses providing free movement between the two successor states of AP and T. This will continue for a period of one year or till an agreement is reached between AP and T.
  As per rules, an agreement was required between the two states for running inter-state bus services from one state to other. This will be exempted for one year.

KCR's Camp Office Buildings Changed

HYDERABAD: The quarters for the camp office of Telangana Chief Minister-designate K Chandrasekhar Rao have been changed. The camp office will be in Kundanbagh, as decided earlier, but the buildings have been changed from No 3 and 4 to 8, 9 and 10.
“Chief Minister of Telangana State has desired that the minister buildings No 8, 9 and 10 at Kundanbagh, Hyderabad, may be allotted to him as his official accommodation for the purpose of security, camp office and residence in lieu of his earlier allotted buildings No 3 and 4 at Kundanbagh,” an order issued on Sunday, changing the quarters stated. Building No 8 is now occupied by AK Khan (IPS), while No 9 is allotted to M Mahender Reddy (IPS) and No 10 to the Chief Secretary to Andhra Pradesh.
Now that the buildings are allotted to the Chief Minister of Telangana State, the government issued a notice to AK Khan to vacate, and the allotment of the buildings to Mahender Reddy and the chief secretary of AP were cancelled.
Also, the earlier orders allotting minister buildings No 3 and 4 to Telangana Chief Minister were cancelled and the existing occupants of the buildings M Mahender Reddy (IPS) and AK Parida (IAS) are allowed to continue in the buildings.
The government also allotted minister building No 2 at Kundanbagh to Telangana Chief Secretary as his official residence in lieu of quarter No 4. The government allotted the vacant government building No 4 at Kundanbagh to the Andhra Pradesh Chief Secretary as his official residence in lieu of minister building No 10, Kundanbagh. Meanwhile, the government allotted government quarter No T-2/4 at Kaveri Block, Kundanbagh, to AK Khan in lieu of his present quarters.

Separate Websites Created for Telangana, AP

HYDERABAD: Separate software applications are available for both successor states of AP and Telangana with independent data base. This will ensure revenue receipt and expenditure transactions of both the states in complete isolation. Care has been taken that the drawing and disbursing officers (DDOs) from various departments can access the software applications and data base of their respective states only. The legacy data up to June 1, 2014 will be made available to DDOs of both the states. Further all the instructions and GOs issued for the purpose of state reorganisation will be made available in the home page of the respective state government’s finance department websites.
Both the websites contain the relevant information of the finance departments of respective states which will be continuously updated. Web links to open respective finance departmental portals, websites of respective HoDs are provided in the home page. DDOs of various departments and citizens can visit the website concerned of their state and from there they can open any HoD’s website and use the services.
New Treasury for AP Capital: A separate treasury is created in the Directorate of Treasuries and Accounts, government of AP (Insurance Building), for conducting treasury transactions like online collection of receipts of the departments, viz., Commercial Taxes, Excise, Mines and Geology, payment of pensions of employees who retire from service from Andhra Pradesh service in Hyderabad after the Appointed Day. SBI, Gowliguda is nominated for conducting Treasury business of residuary state of AP from the Appointed Day.
The existing bank branches conducting Treasury business in Hyderabad i.e., SBH, Treasury Branch, RP Road Branch and SBI, Osmangunj Branch shall continue to serve for Telangana state from the Appointed Day. The bank branches serving for online collection of taxes using Cyber Treasury shall serve for Andhra Pradesh state.

Officials Prefer Capital in VGTM-UDA Area

HYDERABAD: Even as officials are favourably disposed to locating the capital in the limits of Vijayawada-Guntur-Mangalagiri-Tenali Urban Development Authority (VGTM-UDA) for the residuary Andhra Pradesh, the Union ministry of home affairs (Centre-States Division) acknowledged the public responses on the subject.
The ministry said on Saturday that the expert committee headed by Sivaramakrishnan invited suggestions for new capital from the public on May 7. “In response to MHA’s advertisement on the website, a large number of e-mails and letters have been received. On behalf of the expert committee, the ministry of home affairs hereby acknowledges the receipt of suggestions from all such members of the public and organisations who have responded with their feedback to help the committee in its endeavour,” a release from MHA said.
Meanwhile, the state-level committee feels that it will be ideal to set up the capital anywhere within the jurisdiction of VGTM-UDA which can be developed like the Hyderabad Metro Development Authority.
According to official sources, VGTM-UDA comprises the municipal corporations of Vijayawada and Guntur; municipalities of Tenali, Mangalagiri, Gudivada, Nuzividu, Tadepalli, Ponnuru and Sattenapalli;  Vuyyuru and Nandigama nagara panchayats; and 820 villages encompassing an area of 7,068.17 sq.km. The HMDA area is 7,250 sq km. The VGTM UDA can also be developed on the lines of HMDA as the jurisdiction is more or less same.

State Govt Officials for Delhi Tomorrow
The State government officials will go to Delhi on May 26 to submit the list of employees to be allocated between AP and Telangana states. The officials will meet the DoPT officials in Delhi. Though, the officials have decided to send the list on Saturday, the work was not completed till late in the night. As the work was delayed, the officials have decided to personally meet the DoPT officials on May 26 and 27. The DoPT may issue orders allocating the employees between AP and T, sources said.

Chief Secretaries for New States by June 1

HYDERABAD: Governor ESL Narasimhan directed chief secretary Mohanty on Friday to appoint two chief secretaries for the new states by June 1 in consultation with the chief ministers-designate K Chandrasekhar Rao Rao and N Chandrababu Naidu.
 TAXES: Meanwhile, the government issued a GO that the tax accrued from transactions during May 1-June 1 be credited to the Consolidated Fund of the residuary state of Andhra Pradesh. The share of the successor state of Telangana _ 41.68 per cent _ shall be apportioned by the residuary state of AP. Both the states may reconcile the payables and receivables after the appointed day.
 JUDICIARY: The High Court of Judicature at Hyderabad shall be the common High Court for the two states till a separate High Court for the residuary state of Andhra Pradesh is constituted under Article 214 of the Constitution and other provisions of the AP Reorganisation Act. The government has decided to continue the advocate- general, additional advocates- general, state public prosecutor and additional public prosecutors, government pleaders and the standing counsel, who have been appointed for AP, to appear on behalf of Telangana state too till appointments are made to the said posts by the respective state governments.

CS Briefs KCR, Naidu on Staff Allocation

HYDERABAD: Telangana chief minister- designate K Chandrasekhar Rao is learnt to have expressed his unhappiness to chief secretary PK Mohanty over the way the allocation of employees is taking place between AP and T states while his AP counterpart N Chandrababu Naidu has wanted allocation made in an amicable manner. For the second consecutive day on Friday, the state administration rushed to both the CMs-designate to explain the staff division process. In the morning, the chief secretary and other officials explained to Naidu about the budget, allocation of staff, status of irrigation projects, debts and financial situation of the residuary AP. Naidu wanted to know about the developmental activities to be proposed for AP. He also sought funds for AP to establish institutions as per the AP Reorganisation Act. Naidu told the officials that he would speak with Modi after he took charge as prime minister. On allocation of statecadre employees, Naidu advised the officials to avoid unnecessary controversies. In the afternoon, the officials made a PowerPoint presentation to KCR at the Lake View Guest House. Rao enquired about the principles adopted for the allocation of state-cadre employees. The chief secretary said staff allocation would be made on provisional basis and the final allocation would be made after June 2 considering the options given by the employees as per the Reorganisation Act. But, Rao expressed his unhappiness over the way the things were going on regarding allocation of employees and said his government would take a final decision on the matter. Mohanty told him that final allocation would take place only after both the governments were in place. If there were any issues, the two chief ministers and chief secretaries should sort them out at talks.

HYDERABAD: Though state government officials will finalise and send the lists of the names of state-cadre employees to the central government by Saturday night, the officials have now realised that the provisional allocation of employees itself will create a lot of problems. Several top officials involved in the work of allocation of state-cadre employees are endorsing the viewpoint of Telangana chief ministerdesignate K Chandrasekhar Rao that T-employees should serve the Telangana government and no Seemandhra employee should be allotted to the T-state. “Rao’s statement will sound a warning to Seemandhra employees who, by any means, want to settle down in Hyderabad,” an official said. It means that the officials at the work are fully supporting Rao’s statement. The staff of the Board of Intermediate Education led by C Vithal called on CR Kamalanathan at the Secretariat on Friday. They explained that of the total seven posts in the BIE, four were allocated to Andhra and three to Telangana. But, of the seven employees five are from Telangana and two from Seemandhra. Thus, two employees, including Vithal, have to work for the residuary AP state. The Telangana employees do not want to work for AP government. At the same time, they are also opposed to allowing Seemandhra staff to work for T. “The BIE employees’ demand is genuine. But, if their case is considered now, the procedure adopted for the allocation of staff between Andhra and Telangana has to be changed. It is not possible now. Let the employee serve either T or AP provisionally. Later, their problems can be resolved in final allocation,” an official felt. But, how have Vithal and others come to know that they will have to work for AP even before the provisional allocation is made? “Vithal is a senior leader and he might have got the information from within his own department,” an official explained. Reacting to the representation submitted by Vithal and others, Kamalanathan immediately forwarded the same to the finance department with a suggestion that the T-employee should serve only the T-state. If there are vacancies in the T-state, the T employees should be adjusted in T only and see that they should not be asked to serve Seemandhra. Meanwhile, officials are busy finalising the lists of employees to send the same to the central government. “We have to finish the list of the health department. The work will be completed by Saturday and the list will be sent to the Centre by night,” an official told Express. Then, the Centre will issue an order stating that all the district, zonal and multizonal employees deemed to have been allocated to the states where they are currently working. For the state-cadre employees, the Centre will issue department-wise orders with the names of employees allocated either to T or AP. The orders are likely to be issued by May 27 or May 28, after Narendra Modi takes oath as PM. If the announcement of central cabinet is delayed, the prime minister can sign the orders. If the cabinet is constituted immediately, then the minister in charge of the department of personnel and training (DoPT) will issue the orders, an official explained.

Naidu's Jubilee Hills Home to Be His Camp Office in Joint Capital

HYDERABAD: Chief secretary PK Mohanty and three other officials called on K Chandrasekhar Rao and N Chandrababu Naidu, who will be the chief ministers of Telangana and Andhra Pradesh states respectively, separately at their residences here on Thursday and briefed them on the division of the state employees and IAS officers. Naidu told the chief secretary that he would use his residence at Jubilee Hills as his camp office. He said that he would spend most of his time in Seemandhra and set up his camp office either in Vijayawada or in Guntur. Ending the doubts in minds of some senior officials whether the AP government will be a “government in exile”, Naidu made it clear that he would move closer to his people soon. “Naidu told us that he will not use the Lake View Guest House. But he did not say clearly whether he would come to the Secretariat or not. We cannot make alternative arrangements for his Secretariat now,” an official said. The chief secretary made a PowerPoint presentation to Naidu and explained how they were working for the division and the progress achieved so far. Naidu also asked them about the developmental plans for AP. “As it is we are working for the division of the state. We have no specific plans for the development of residuary AP. We have informed the same to Naidu,” an official told Express. The chief secretary and other officials made a similar PowerPoint presentation to Telangana chief ministerdesignate K Chandrasekhar Rao. When Rao enquired about the allocation of All India Service (AIS) officers, Mohanty told him that AIS officers would be allocated to successor states only after June 2. But, the officials presented a list of special chief secretaries working in the state to both Naidu and Rao. Out of the senior officers, the chief ministers may select one of the officers as chief secretary for their respective state.

HYDERABAD: Even as the State government issued “guidelines for provisional order to serve” for posts which serve Telangana and Andhra Pradesh States from June 2, several Telangana employees, including employees leader C Vithal, cried foul that they were allocated to AP.
Following this, the Chief Minister-designate of Telangana state K Chandrasekhar Rao said all the Seemandhra employees should go to the AP state.
“We will not allow Seemandhra employees to step into the T-Secretarait even if they are allocated to the T-State,” Rao said. He further added that the present division work was not in accordance to the SRC norms. “We will review all the works and even make changes after coming to power. We will not allow injustice to Telangana employees,” Rao said.
In a series of developments on Thursday, over the allocation of employees between AP and Telangana, Chief Secretary PK Mohanty called on both Chandrasekhar Rao and AP Chief Minister-designate N Chandrababu Naidu and explained how they are going to allocate the staff between the two successor states.
Later, Mohanty, in a memo, issued the guidelines for the provisional allocation of posts between the two states. Going by those principles, several Telangana employees alleged that they were allocated to Seemandhra region. Among them is T-employees president Vithal. “How can I work for AP state? I have participated in the T-movement. Can APNGOs president Ashok Babu serve the T-state?” Vithal wondered.
Later, TRS chief Chandrasekhar Rao held discussions with T-employees at Kompally on the outskirts of the city. At the meeting, Rao categorically said that the T-government would not allow Seemandhra employees to work for the T-state. He wanted the Seemandhra employees to go back to their native places.
Recalling the role of employees in the T-movement, Rao said the Telangana government would fix scale of pay to T-employees on par with Central government employees. Rao also assured special increment to the employees of all cadres.
Guidelines for Posts
The government on Thursday issued guidelines for provisional order for posts. Most of the posts will be “as is where is basis”. All employees of local, district, zonal and multi-zonal cadres will be allocated to respective states based on their location. State-wide cadres currently working in posts in Telangana shall  provisionally serve the State of Telangana until final allocation is made. The remaining employees would provisionally serve the State of AP until the Central government makes final allocation.
However, several Telangana employees alleged that single cadre posts were allocated to AP state. Their point is how could Telangana employees working in single cadre posts serve AP. But, a senior official told Express that if the employee working in a single cadre post is from Telangana, the post will be allocated to T-state. If the employee is from Seemandhra, the post will be allocated to AP. The final guidelines for allocation of employees on provisional basis will be issued by the Centre. “If any employee has any problem, he should consult the DoPT officials,” an official said.

Rejected by KCR, Fate of CM’s Camp Office at Begumpet Hangs in Balance

HYDERABAD: With Telangana Chief Minister-to-be K Chandrasekhar Rao unwilling to work from the existing CM’s camp office at Begumpet, doubts are cast over the fate of this sprawling building. Now, the moot question is whether the building will be used for official purposes by Telangana government or not?
“We do not know what its fate is going to be. The decision will be taken by the government after June 2,” a senior official said.
The present Chief Minister’s camp office was constructed in 2005 in two acres by spending around `25 crore.
The then chief minister YS Rajasekhara Reddy, who functioned initially from the Lake View guest house, later shifted to the camp office at Begumpet in 2005 and stayed there till 2009.
There was widespread criticism over the construction of the big building to be the official residence of Rajasekhara Reddy with huge public money.
The camp office is seen ‘unlucky’ as Rajasekhara Reddy died in a helicopter crash and his successor K Rosaih, who used it occasionally, had to resign as chief minister and move to Tamil Nadu as Governor.
Next, N Kiran Kumar Reddy moved in and his political career witnessed tumultuous events. Kiran Reddy opposed the Congress high command and resigned as chief minister. Though Kiran Reddy floated his own party, it failed at the hustings.
It is now up to the Telangana government to decide whether to use it for any government office or rent it. The decision will be taken by Telangana Chief Minister after June 2.
Now, a handful of security personnel were guarding the building.
Though Chandrasekhara Rao wanted to use his residence in Nandinagar as camp office, police officials opposed it citing security reasons as the house is located in a congested area.

Three-member Panel to Check Nativity of Secretariat Staff

HYDERABAD: A team of senior officials will crosscheck the names of Secretariat employees to find whether their local status is Seemandhra or Telangana.
This was in view of the allegation made by Secretariat Telangana employees that some Seemandhra staff had claimed Telangana local status. Telangana employees of the Secretariat met Special Chief Secretary SK Sinha on Wednesday. They lodged a complaint with him that out of the 805 Secretariat employees shown as Telangana locals, some 193 are Seemandhra natives.
Sinha assured them that he would constitute a three-member committee to crosscheck the local status of the 193 employees.
It may be recalled that the State government released the names of Secretariat employees of various departments of “Single Unit” and their local status on Tuesday. The government called for objections and representations about local status by Wednesday afternoon.
Telangana Secretariat Employees Coordination Committee, under the leadership of it chairman M Narender Rao, verified the list and alleged that 193 Seemandhra employees intruded under T-local status.
“Sinha assured that he would ask the senior officials to verify the local status of employees,” Narender Rao told Express. The problem with Secretariat employees was that the birth place of the employees was not recorded in the Service Record, as suggested by the Girglani Commission. This was because all the employees in the Secretariat come under state-cadre category.
Meanwhile, Secretariat Seemandhra Employees Forum president U Murali Krishna said most of the Seemandhra employees would go to the residuary AP state. If a Seemandhra employee born or studied here he/she would continue in Telangana as per the nativity.
Finance Dept List:
The Finance Department on Wednesday released its list of employees. The list of Secretariat employees will be released in three units: Single Unit, Finance Unit and Law Unit. As per the data, the Finance Department has 278 employees. Of them, 114 belong to Seemandhra and 164 to Telangana.
‘100 Docs Made False Local Status Claims’
Hyderabad: Of the 287 doctors at Gandhi Hospital, around 100 have wrongfully claimed their local status as Hyderabad, alleged Dr P Shravan Kumar, president of Telangana Government Doctors Association, Gandhi Hospital unit, on Wednesday. The association submitted a representation to the advisor to Governor, demanding scrutiny of birth or school certificates of certain doctors who claimed to be Hyderabad locals. A list of doctors based on place of birth and local status has been prepared for repatriation purpose.  “Rule states that only those who pursue academics at a place for four consecutive years can claim to be local. However, many of the doctors who mentioned their local status as Hyderabad cannot do so as they do not fulfil the criteria,” said Dr Shravan.

 The camp office of Telangana Chief Minister K Chandrasekhara Rao will be Minister's quarters 3 and 4 in Kudanbagh.
   As the Telangana Rashtra Samithi (TRS) chief and chief minister designate Rao was not willing to occupy the present Chief Minister's camp office in Begumpet, the government issued orders on Wednesday alloting Minister's quarters in Kudanbagh for him. This will be used as camp office by Rao.
  It may be recalled that the present Chief Minister's camp office in Begumpet was constructed during the regime of YS Rajasekhara Reddy. But, his successor K Rosaiah was not willing to work from there and worked from his Ameerpet residence. Later, N Kumar Reddy worked from Beguempet camp office for three years.
  But, Rajasekhara Reddy died in a helicopter crash. Kiran Kumar Reddy, who used the same Begumpet camp office, quit the Congress, floated his own party and even failed to contest in the elections. Kiran Reddy's Jai Samaikyandhra Party failed to attract the voters in the recent Assembly polls.
  Thus, the present camp office in Begumpet was considered as "ill-luck" and lack of proper Vastu.  The first Chief Minister of Telangana and TRS chief Rao too reportedly refused to work from Begumpet camp office. He intimated the same to officials. The officials involved in the division of assets, hurriedly issued orders on Wednesday alloting Minister's quarters in Kudanbagh, very nearer to the present Begumpet camp office. Earler, the committee which allocated buildings between Andhra Pradesh and Telangana states allotted Begempet camp office for Telangana Chief Minister and Lake View guest house for AP Chief Minister as camp office.
   The quarters allotted to the first Chief Minister of Telangana were presently occupied by two officers M Mahender Reddy ((IPS) and AK Parida (IAS). The government issued notices to the two senior officers to vacate the quarters immediately.

Quota, Common Admissions to Continue for 10 Yrs

HYDERABAD: The current quota for admissions to all government, private, aided and unaided educational institutions will continue in both Andhra Pradesh and Telangana states.
Chief secretary PK Mohanty issued orders to this effect on Sunday.
Section 95 of the AP Reorganization Act provides that the existing admission quotas in all government or private, institutions of higher, technical and medical education so far it is provided under Article 371 D shall continue as such for a period of ten years. During these ten years, the existing common admission process will continue.
In order to ensure equal opportunities for quality higher education to all students in the successor states of Andhra Pradesh and Telangana, the existing admission quotas in all government or private, aided or unaided, institutions of higher (including the disciplines of  agriculture, horticulture, veterinary, law, Vedic education etc.,), technical and medical education, in so far as it is provided under article 371D of the Constitution,  in the existing State of Andhra Pradesh, will continue for a period of ten years. HYDERABAD: The recommendations of all the state-level committees constituted for the bifurcation will be sent to the Centre this week for ratification. The proposals had been approved by Governor ESL Narasimhan on Sunday. It may be recalled that all the work related to bifurcation was completed by May 15.
The proposals were put before the Governor at a review meeting at Raj Bhavan. The Governor gave his nod to all the recommendations and proposals. After the Centre approves them, they would be implemented from June 2, the Appointed Day.
The Governor also took some key decisions with regard to bifurcation. He approved the expenditure fund of Andhra Pradesh and Telangana states for a period of four months from June 2.
Chief Secretary PK Mohanty informed the Governor that 38 more institutions will be added to Schedule 10 of the AP Reorganisation Act. The Central government mentioned 107 institutions under the schedule 10.
“Another 38 institutions will be added to the list. A proposal will be sent to the Centre to this effect,” the Chief Secretary said.
Principal Secretary (Irrigation) Nagi Reddy said in the AP Reorganisation Act, the irrigation department has noticed certain discrepancies related to Krishna River Management Board, and 16 projects currently under construction on Krishna and Godavari.
The Governor immediately accepted the proposals of Nagi Reddy and decided to forward the same to the Centre for making necessary amendments in the Reorganisation Act.
Digitisation of Filesis Complete
The Chief Secretary said division of files and digitalisation have been completed, along with division of movable and immovable assets and vehicles. The Chief Secretary said the advisory and apex committees for state reorganisation would be reconstituted. The Advisory Committee will have CR Kamalnathan as chairman. Chief Secretaries of both AP and Telangana states, and secretaries of home, finance, and law departments of both the states will be members. Secretary of AP Reorganisation Department will be the member-secretary.
Institutions under Schedule 9 of the Act, companies and corporations will have to submit their bifurcation plans to the three-member expert committee. Issues related to All India Service Officers and state government officials have also been reviewed at the meeting. The guidelines proposed for allocation of government quarters were approved.

No Promotions, Transfers of Government Staff till June 2

HYDERABAD: The state government has banned all promotions to its employees till the Appointed Day of June 2. Chief secretary PK Mohanty issued orders to this effect on Saturday.
A general ban on all promotions in the state at all levels is imposed, till the process of allocation of employees to the successor states of Telangana and Andhra Pradesh are completed. A ban is also imposed on all appointments, transfers, revision of seniority and change in terms and conditions of employment. However, the above restrictions can be waived for good and sufficient reasons, only when there are compelling public interests which warrant such waiver. The instructions are issued to all the departments of the Secretariat, heads of departments and district collectors. Several requests were made to the government for promoting certain employees to higher cadre, before the Appointed Day. There had also been certain representations from associations of employees to put a freeze on all promotions and that the matter be left to the successor state governments to deal with promotions of their employees after the Appointed Day. In the wake of these representations, the government has decided to ban promotions and transfers.
The government took note of the guidelines, when the states of Madhya Pradesh, Uttar Pradesh and Bihar were bifurcated in 2000, according to which all recruitments against vacancies in the interim i.e., till issue of final allocation orders may be kept in abeyance. They may be kept in abeyance till reorganisation of state is given effect to.
Wherever panels have been recently published, selected candidates will be notified that their services in the existing state of Bihar/MP/UP may not be required beyond the Appointed Day and that they are liable to serve in the successor state of Jharkhand /C’garh / Uttaranchal after reorganisation, as the case may be.

Bifurcation Work Complete; All Set for Two States

  Everything is ready for the functioning of two states--Telangana and Andhra Pradesh--from June 2. The State government officials, under the leadership of Chief Secretary PK Mohanty, have completed all division related works by the May 15 deadline set by Governor ESL Narasimhan.
“We took all the key decisions. The formal orders will be issued in due course,” a top official told Express.
“The division work is completed in a record time. This is a very complicated work and we have done it completely. Now, the formal orders will be issued for allocating the Secretariat and other buildings, HoDs etc,” the official said, adding all the decisions have been taken already. The Chief Secretary held a review meeting at the Secretariat on Thursday with all the secretaries over the progress of the division work.
“Normally, the State’s division work will take at least one year. But, we have completed it in just three months,” an official said.
The works from the State government side had been completed. Now, it is for the Central government to formalise the same. The division of All India Service (AIS) officers and state-cadre employees will be done by the Central government.
The AP Reorganisation Act received the President’s assent on March 1 and the Chief Secretary conducted his first meeting on March 4.
Then, he constituted around 22 committees and issued regular circulars, including a list of 95 tasks first. Later, another “Master GO” was issued by the Chief Secretary directing various departments to issue separate GOs for the division of the State as per the AP Reorganisation Act. He issued the Standard Operating Procedure in the GO. Several departments issued orders accordingly. Home Secretary Anil Goswami, who reviewed the progress recently, complimented the State government officials for completing the work in a record time.
According to sources, the Chief Secretary, at Thursday’s review, complimented special chief secretary (Planning) SP Tucker, who is heading the State Reorganisation Cell, and principal secretary (Finance) PV Ramesh for their hard work to complete the work as per the schedule. “Both Telangana and Seemandhra employees cooperated in the work,” the Chief Secretary reportedly said at the meeting.
IDFC to Apportion State’s Assets in Delhi to AP, T
Hyderabad: The IDFC Limited is likely to apportion the assets located in Delhi to the states of Telangana and Andhra Pradesh. Chief secretary PK Mohanty on Thursday constituted a panel to examine whether the services that can be offered by IDFC Ltd in apportioning the properties of the existing state of Andhra Pradesh to the successor states. The special chief secretary (planning) will be the chairman of the committee and the principal secretary (R&B) and principal secretary (industries) are members. The resident commissioner (AP Bhavan), Delhi will be the convener.

Guv Okays DA Hike for Govt Staff

Governor ESL Narasimhan has approved Dearness Allowance (DA) of 8.56 per cent to the state government employees payable from January 2014.
Around 12 lakh government employees including pensioners would be benefited by the DA hike. 
It is the first time in the history of Andhra Pradesh that the DA is being enhanced during the President’s Rule. DA for May will be paid along with the salary on May 24. The arrears of DA would be deposited in the GPF account of the employees.
Employees of zilla parishad, mandal parishad, gram panchayats, municipalities, municipal corporations and agriculture market committees and zilla grandhalaya samsthas, work charged establishments, teaching and non-teaching staff of aided institutions including aided polytechnics would be benefited with this hike besides teaching and non-teaching staff of universities including ANGRAU and  JNTU.

Power Shock Awaits People of AP and T?

Will the first chief ministers of Andhra Pradesh and Telangana give power shock to the people of respective states? So it appears.
The Discoms had proposed a burden of around `5,500 crore on the power consumers in the combined state.
However, officials have decided not to take any decision on power tariff hike till new governments are in place in both AP and T.
It may be recalled that the Discoms sent the proposals to hike the tariff long ago and the AP Electricity Regulatory Commission conducted public hearings too.
But, when the APERC wanted to impose a fresh power tariff burden on the people, the State Election Commission directed the APERC not to increase the tariff as it would contain subsidy component for both domestic and agricultural consumers and influence the voters. The APERC deferred the tariff hike till the election code ceases to operate in the state.
At a review on Tuesday, the officials have decided not to hike the power tariff at this juncture as the appointed day is just 16 days away.
“The Governor will not take any decision to hike the power tariff. The matter will be left to the respective governments of AP and T,” top officials in the Energy department told Express on Wednesday.
Actually, the new power tariff for the year 2014-15 should come into force on April 1. It remains to be seen whether the chief ministers would give their nod for the tariff hike or not.

APSRTC to Get 122 Depots, TSRTC 94

APSRTC, which has the largest bus fleet in the world, is going to be divided between AP and Telangana on June 2.
Designing of the organograms for two corporations is also complete. After the bifurcation, the APSRTC will have 122 bus depots in Andhra Pradesh state and the Telangana State RTC will have 94 bus depots. Similarly, the APSRTC will have four zones and TSRTC three.
Governor ESL Narasimhan reviewed the progress of the division work in various departments with officials on Wednesday. APSRTC managing director J Purnachandra Rao said the RTC is ready for division on the appointed day itself. The files were segregated and digitisation will be complete by May 16.
All assets and liabilities are bifurcated on the basis of provisional annual accounts for the year 2013-14. Designing of the organograms for the two corporations is also complete. After bifurcation, the bus depots will be allocated two successor states on as is where is basis.
Common Institutions
Meanwhile, officials informed the Governor that under Section 75 of Schedule 10, 107 institutions are listed and they would continue to offer their services to the people of both the states. The entities listed in Schedule 10 are performing diversified activities, like regulatory work by AP Pollution Control Board, programme execution by SERP and Rajiv Vidya Mission, training by AP Police Academy, consultancy service by Centre for Good Governance and SC and ST commissions etc and  awareness work by National Green Corps.
The officials said under the provisions of the AP Reorganisation Act, these institutions will continue to provide services to the people of the both the states for one year from the appointed day.
The officials suggested a common governance mechanism for managing the institutions like MCR-HRD, AP Police Academy, EPTRI and National Institute of Urban Management. However, this will be a transitory arrangement till the other state establishes its own facilities, the officials added.
Principal secretary (Industries) Pradeep Chandra said 20 companies under Schedule 9 are in advanced stage of bifurcation process.  Principal secretary (Higher Education) Ajay Misra isaid that the State Council for Higher Education would continue to conduct the entrance tests for admission into institutions of higher education and render advice on admissions to both the states after June 2.

New Web Portal for T-state

The new Telangana state official web portal is ready. ‘Telangana.gov.in’ is the portal for T-state and it will start functioning from June 2. The Telangana state finance department portal ‘Telangana.fin.com’ is also ready.
The present official portals ‘ap.gov.in’ and ‘apfinance.gov.in’ will continue for the residuary Andhra Pradesh state as usual. The existing AP portals have an emblem of ‘Kalasam’. But, the Telangana portals will not have any emblem. A blank space will be left on the portals for the emblems. The first chief minister of Telangana will decide the emblem and it will be updated later, a senior official who is instrumental in designing the web portals for Telangana said.
Sources said that the Telangana web portal will be tested on a trial basis this week.

Meet in Delhi Today to Discuss Financial Position of 2 States

    The officials of the Central and state governments will have a common meeting in Delhi on Thursday to discuss  the financial situation of both the successor states of Telangana and Andhra Pradesh.
On the request of governor ESL Narasimhan, the Centre constituted a joint committee to look into the financial matters of the successor states.
Principal secretary (Finance) PV Ramesh will attend the meeting with secretaries of ministry of revenue and ministry of finance and other officials on Thursday.
The state government officials will discuss with the Central officials Section 46 of the AP Reorganisation Act. They will also seek some grants for the residuary Andhra Pradesh state, which is estimated to face a revenue deficit of around Rs 15,000 crore.
The Reorganisation Act states that the award made by the 13th Finance Commission to the existing state of Andhra Pradesh will be apportioned between the successor states by the Central government on the basis of population ratio and other parameters. Based on that, the President shall make a reference to the 14th Finance Commission to take into account the resources available to the successor states and make separate awards for each of the successor states.
The Central government may, having regard to the resources available to the successor state of Andhra Pradesh, make appropriate grants and also ensure that adequate benefits and incentives in the form of special development package are given to the backward areas of that state.
The Central government, while considering the special development package for the successor state of Andhra Pradesh, will provide adequate incentives, in particular for Rayalaseema and north coastal regions. All these issues mentioned in the Act will be discussed on Thursday’s meeting, sources said.

Goswami Inspects Secretariat Works

Union Home Secretary Anil Goswami visited State Secretariat on Tuesday and examined the state division work going on there. He spent around 15 minutes in the Secretariat before office hours.
Anil Goswami inspected the works at H South Block, which is allocated for Chief Minister of residuary Andhra Pradesh.
Later, he inspected the works at kindergarten school area, where the new entrance and exit gates are being erected for the Chief Minister of Telangana.
Earlier, DGP Prasada Rao called on Anil Goswami at Lake View guest house.

T-employees Want Staff Allocation on Nativity Basis

Telangana employees want provisional allocation of employees between AP and Telangana states based only on nativity.
Telangana Non-gazetted Officers Association representatives, headed by G Devi Prasad Rao, met Union Home Secretary Anil Goswami at Lake View guest house on Tuesday. They lodged their protest with Goswami over the inordinate delay in releasing the guidelines by Kamalanathan committee. Several works commenced with the permission of the Election Commission, but why was there a delay in announcing the guidelines for the allocation of employees, they wondered.
Speaking to reporters later, Devi Prasad said the delay in releasing the guidelines will lead to confusion among employees. He recalled that Girglani Commission wanted the State government to confirm the nativity of the employees.
Devi Prasad requested Anil Goswami that the Centre should constitute a committee to verify the veracity of the certificates being produced by the employees and the reports and proposals being made by the HoDs.
“The Home Secretary responded positively and we have faith in him that he will render justice to T-employees,” Devi Prasad added.
Meanwhile, the Andhra Pradesh Secretariat Seemandhra Employees Forum president U Murali Krishna, in a memorandum to Anil Goswami, requested the Centre to constitute an “Employees Grievances Committee” in Hyderabad so as to hear the grievances of employees and solve their problems in a harmonious way.
The pension responsibility shall be borne by the Central government so that the retired employees could lead a peaceful life. Murali Krishna demanded that the number of posts in each category at the Secretariat level shall be allocated only on the basis of the population ratio of 58:42. The sections at the Secretariat have also to be allocated basing on population, he said.

No Info on Employee Birth Place

How to ascertain the nativity of State cadre employees while allocating them to successor states of Andhra Pradesh and Telangana?
This is a worry before officials as well as CR Kamalnathan Committee, which has to allocate state-cadre employees between AP and Telangana. The information pertaining to the birth place of employees was not recorded, in most cases, in the Service Record (SR) sheets.
If Kamalanathan Committee wanted to allocate the employees based on their nativity, there is no information of the birth places of the employees. Telangana employees, while participating in the T-movement, raised this point several times. Their worst fears have now come true.
It may be recalled that Girglani Commission also suggested to the State government in the past to record the birth place in SR sheets. But, it was done so far.
Now, when the State is being divided, the crucial information was missing. It remains to be seen how the officials will overcome this problem.
Sources added that Kamalanathan Committee will release its guidelines for the allocation of state-cadre employees on or after May 18. The counting of votes polled in general elections will take place on May 16 and re-counting, if necessary, will be done on May 17. The guidelines for staff allocation will be issued on May 18.
Kamalanathan committee may consider four options before finalising the guidelines. Allocating staff on 58:42 ratio, 13:10 ratio, on territorial basis, or on the basis of work burden.
Seniority, domicile, women, retirement time, diseases and spouse cases will be considered while giving options to staff.
ONLY PROVISIONAL ALLOCATION NOW
The staff will be provisionally allocated to two states before May end. The actual work of Kamalanathan will commence only on June 2. Kamalanathan Committee is determined to complete the allocation process within one year from June 2. It took more than 10 years for the same job during the division of the Uttar Pradesh and one-and-a-half years during the division of Madhya Pradesh. Kamalanathan committee will seek options from employees after June 2 and give them two months time. The committee will take one month time for scrutiny of the options. Later, two months time will be given for receiving objections or suggestions.

State Division: New Edn Institutions to be Started in Temporary Buildings

Hyderabad: Educational institutions proposed in the AP Reorganisation Act will be started in temporary buildings for the time being in both the successor States of Telangana and Andhra Pradesh, till new buildings were constructed.
Union Home Secretary Anil Goswami, who had a through overview of the Reorganisation Act on Monday, wanted the State officials to examine temporary buildings for the institutions proposed in the Act, under Higher Education Department.
Anil Goswami reviewed the progress of division of the state and other aspects of the Act with Chief Secretary PK Mohanty and other senior officials at the Secretariat.
Official sources told Express that the Union Home Secretary expressed satisfaction over the progress of the division work. What Anil Goswami reviewed is as follows:
HIGHER EDUCATION: Goswami wanted the officials to find suitable lands for the institutions proposed under the Act. Till permanent buildings are constructed, the institutions can be started in temporary buildings, like the IIT started in Medak district.
The government mentioned in the Act that one IIT, one NIT, one IIM, one IISER, one Central University, one Petroleum University, one Agricultural University and one IIIT, one AIIMS type Super Speciality Hospital-cum-Teaching Institution and a National Institute of Disaster Management will be started in residuary Andhra Pradesh.
The Centre will also establish one Tribal University each in both AP and Telangana, and a Horticulture University in Telangana.
POLAVARAM: An Ordinance will be issued by the Centre soon to merge around 200 villages in Khammam district with residuary AP. These will be submerged under Polavaram major irrigation project. The constitution of Godavari and Krishna river boards is under the process.
AIRPORTS: Visakhapatnam, Vijayawada and Tirupati airports will be expanded to international standards. The State should send the proposals to the Centre. The Home Secretary will take up the matter with the Civil Aviation Minister.
METRO RAIL: The Metro Rail projects proposed for Visakhapatnam and Vijayawada-Guntur-Tenali are put on hold temporarily, as the new capital for residuary AP has to be identified and a Metro Rail project is also needed there.
CORPORATIONS: The corporations and companies listed in Schedule 9 and 10 of the Act will be divided soon. The powers to divide these institutions will be delegated to regional officials of the Ministry of Corporate Affairs in Hyderabad so that the work will be completed quickly. Now, the powers are vested with the Centre.
STAFF DIVISION: The division of the State-cadre employees is in the process and the Centre will soon  take a final call. When the officials brought to the notice of Goswami that there was no clarity in the Act on commercial taxes liability, he said the matter will be examined and it would be taken up with the authorities concerned.
Meanwhile, Anil Goswami will stay in the city on Tuesday too. Those interested, including representatives of employees associations and others, can meet him in Lake View guest house, officials said. Goswami is likely to  visit the Secretariat on Tuesday and examine the buildings, especially H South Block allotted to AP Chief Minister.


T Budget for 6 Months to be Rs 26,515 Cr

AP's to be Rs 34,595 cr as per the vote-on-account approved by governor


Hyderabad: The new state of Telangana will start with a budget of Rs 26,515 crore and the residuary AP state of Rs 34,595 crore.
The vote-on-account, approved by governor ESL Narasimhan, for the first six months was divided between Telangana and AP. 
As per the information furnished by the finance department, the divided budget will be applicable for four months from June 2 to September 30 or till the respective states approved the regular budget in the Assemblies.

Guv Okays CS Retirement on June 1

Hyderabad: Chief Secretary PK Mohanty will retire from service on June 1, a day ahead of the Appointed Day. Governor ESL Narasimhan accepted the request made by Mohanty recently seeking voluntary retirement on June 1, paving the way for the successor governments of Telangana and Andhra Pradesh to appoint two new Chief Secretaries.
Secretary (Political) N Siva Sankar issued orders on Monday notifying the retirement of Prasanna Kumar Mohanty, a 1979 batch officer, from the service with effect from June 1. Mohanty who has already retired, is continuing as Chief Secretary under extension.
Orders were issued granting extension of service to PK Mohanty after his retirement on February 28 this year. His services were extended up to June 30. But, later, Mohanty requested the Governor that he would not continue till June end and requested him to permit retirement from service on June 1 itself, because of the division of the State.
The government on Monday accepted the proposal, waiving the three months notice period.

New Chief Secys:
Both Telangana and Andhra Pradesh states will start functioning on June 2. Mohanty will retire on June 1 itself. The question is who will be the new Chief Secretaries for AP and Telangana? According to sources, some senior IAS officers are willing to continue in Telangana state as they would get the opportunity to serve as Chief Secretary.
However, the seniority of IAS officers should be determined only after the allocation of All India Service (AIS) officers between Telangana and AP. It was not clear yet, who will serve which state. Pratyush Sinha Committee is likely to issue guidelines for the allocation of AIS officers. Then, the AIS officers would be allocated to the two states either on May 30 or 31. The seniority of the officers for considering their names for Chief Secretaries of the two states will be considered separately in the both the States.
After the counting of votes on May 16, the Central government in consultation with the Chief Ministers-designate may appoint the Chief Secretaries of respective states or the Governor may appoint two senior officers as incharge Chief Secretaries.


174 HoDs Given Drawing Powers

Hyderabad: The state government on Monday conferred drawing and disbursing powers on 174 heads of departments who will function for Telangana state from June 2.
Orders to this effect were issued on Monday.
The heads of departments required to draw funds for the government as per the provisions of AP Treasury Code. Telangana officials too will be given drawing and disbursing powers from June 2.
"Any head of department, who is not listed in the orders and newly-created in the state of Telangana, shall send necessary proposals to the finance (TFR) department separately for delegation of drawing and disbursing powers," said principal secretary (finance) Ajeya Kallam in the orders.






Meetings to Finalise State Cadre Info from Today


Data reconciliation needed as details available with Finance Department and departments do not tally

Hyderabad: The final set of meetings will be held at the Secretariat from May 13 to 15 with secretaries and HoDs concerned to finalise the state-cadre employees data for the division of the State.
It may be recalled that that the number of posts available with the Finance Department, which is a nodal agency, and the number of posts available with each department are not tallying.
With this, the Chief Secretary, in a memo on Monday, wanted all the Secretaries and HoDs to come to the meeting and correlate the figures. This is to divide the posts and state-cadre employees as a part of the division of the departments.
In the memo, Mohanty emphasised that it shall be the responsibility of the Secretary concerned and the Head of the Department to ensure that the information is authentic and that no post or individual is left out.
"The Secretaries are instructed to attend the final review and confirmation meetings as per the schedule without fail along with the heads of departments under their charge. They shall take necessary action to complete the data entry process and furnish error-free information in the proforma prescribed well ahead of the meeting," the Chief Secretary said.
The officials of respective departments should furnish and see that the information with them is tallied with the Finance Department's with regard to district, zonal, multi-zonal and state-cadre posts, he said.

Each department is required to submit the following information for onward transmission to the Central government:
* Number of sanctioned posts in local, district, zonal and multi-zonal (falling entirely within either Telangana or AP) cadres in all offices at all levels from village to district, including zonal/multi-zonal/special/project/adhoc/temporary state-level offices located in the 10 districts of Telangana and 13 districts of AP State.
* Number of multi-zonal posts common to both States, along with their current location and proposal for allocation of these posts between the two States.
* Number of State-cadre posts in 10 districts of Telangana and 13 districts of AP, other than the posts in the HoD offices, along with the details of location of these posts.
* Details of posts in all cadres in the Head of the Department’s office, along with vacancies in each cadre.
* Details of posts in all cadres in the state- level institutions, projects, programmes, societies etc, including vacancies.
* Details of persons working in the State Cadre posts in the districts in the order of seniority as on March 1, 2014.
* Details of persons working in multi-zonal posts with responsibility over territories that would form part of more than one State on and after the Appointed Day.
* Details of persons working in the office of the head of the department, state-level institutions, etc, in the order of seniority in every cadre.
* Details of persons belonging to the department who are working in other departments on deputation or any other basis with details of seniority.
* Details of persons working on deputation in the HoD office on deputation from other departments.
* Details of persons in HoD office and State Cadre posts who are on long leave, extra-ordinary leave, study leave, foreign deputation, deputation to state/Central PSU, other office duty (OD), work order, absconding from duty, under suspension, etc.
* Details of other persons working in the HoD office who are not included in the above list, including those working on contract, outsourcing, special contract, project assignment, honorary basis, internship etc.
* A copy of the proposal submitted to the Departmental Restructuring Committee.


Goswami Meets Governor

Hyderabad: Union Home Secretary Anil Goswami reportedly told the officials at the review meeting on Monday that the Appointed Day is June 2. He gave the clarification when some officials brought to the notice of Goswami the representations made by TRS and some organisations for advancement of the Appointed Day to May 16.
Anil Goswami, along with Chief Secretary PK Mohanty, called on Governor ESL Narasimhan at Raj Bhavan on Monday evening.

20,000 State-cadre Staff to be Moved to AP

The state-cadre employees who will be physically moved to residuary state of AP will be around 20,000. After a series of meetings with departments concerned, the officials estimated that of the 56,000 state-cadre employees, those who will be moved to AP will be around 20,000.
The officials, who are currently, coordinating with various departments to get the exact number of sanctioned posts and available staff will complete their  work in this week. Later, they will send the cadre strength to the Centre, which   will then issue a notification on how many posts of various cadre officers would be allocated to Telangana state.
Later, a list of employees with names would be sent to the Centre. The Centre will first issue a brief notification stating that all district, zonal and multi-zonal staff will work from where there are.
Finally, another notification with names of state-cadre employees, indicating who is allotted to which state would be issued.  Meanwhile, Home secretary Anil Goswamy is coming to Hyderabad to discuss about the progress of the division work. He will hold a meeting with chief secretary PK Mohanty.

India is the Only Option for Some Senior IAS Officers

Why is the Centre offering options to All India Service (AIS) officers of the AP cadre to choose either Telangana or the residuary state? Such an opportunity was never given earlier during division of States. The question is being posed by some senior IAS officers themselves.
Some of them have decided to register their protest by not even filling the proforma issued by Chief Secretary PK Mohanty seeking their preferences. “I will not give my preference. I will not even fill the form,” a senior IAS officer told Express. Another official pointed out, “An AIS officer should be prepared to work anywhere in the country. He should work beyond caste, creed or regional feelings.” Another senior officer reasoned, “I am almost 1,600 km away from home. It does not matter if I work in AP or Telangana.” However, not all officers share his view. Several demanded option to either work in Telangana or AP and also represented the same to the Chief Secretary, who in turn requested the Centre to allow preferences. They have their own reasons, mostly personal, and in a few cases, outright bizarre.
“Hyderabad weather is very good when compared to Seemandhra. I do not like sultry weather,” one officer confessed. There is one more reason as one officer admitted. “Some senior officers have houses and other properties in Hyderabad. They are reluctant to go to AP fearing their properties might be encroached,” he said. This is not to say all are reluctant to go to AP. Some believe AP offers scope for better work.
Then, there are those who think along political lines. Some are convinced that YSRC chief YS Jagan Mohan Reddy will come to power and are keen on working with him. Some others see hope in TDP chief N Chandrababu Naidu and want to work with him.
Earlier, the proposal was to distribute IAS officers of AP origin basing on their nativity. But there is a catch. “We filled in the birth place at the time of applying for the UPSC examination. Those files are not available with the UPSC now. We have to give the information afresh. There is no way of ascertaing if the informaiton furnished is correct,” a senior officer said.
Another problem with this proposal is the issue of Telugu-speaking officers born in other States. Keeping all these factors in mind, one officer suggested, “It is better for the Centre to draw lots batch-wise.”

Variance in Data on Govt Posts

The sanctioned government posts, according to the finance department, are 10,40,905. The officials, who are on the job of allocating state government staff between Telangana and AP states, came out with this figure on Friday. But, there is no correlation between the data available with the finance department and the data available with respective heads of departments (HoDs).
In the wake of this, the finance department issued a memo on Friday stating that the sanctioned posts in each department should match with the finance department’s information. This needs to be reconciled. For instance, the total number of sanctioned posts in the state is 10,40,905 as per the finance department. But it is only 9,89,087 as per the date given by the various HoDs.
The same exercise is to be done by each HoD to match the overall numbers. If there are any GOs, which are not being reflected in the finance department’s data, they should be brought to its notice and reconciled. Out of the 181 departments, 51 have shown more than 100 per cent of the data available with the finance department, 23  have shown exact match of 100 per cent and remaining 107 have shown less than 100 per cent.
The second level of reconciliation is that not only overall posts should match but also each category of posts should match. For instance, in agriculture there are 87 categories of posts as per the data with the finance department whereas the data provided by the HoD shows 108 categories. This also needs to be reconciled.
The third level is the correctness of the post classifications _ state, multi-zonal, zonal and district. This information is critical to determine the allocable pool of posts. Any error in data will lead to a wrong determination of the size of the allocable pool of posts.
The next information which is to be checked is about vacancies. It may be the case that the number of people actually working may be equal to/less/more than the (sanctioned posts/vacancies). The vacancy position is independent of the number of employees working in that category. This information is crucial because along with the sanctioned posts vacancies will also be allocated.
The seniority of employees too should be accurate, the finance department told the HoDs. It is observed that several departments have entered more than one employee at the same seniority level and 0 as seniority for several employees. This is totally unacceptable and the HoD will be doing serious injustice to his/her staff. This information has to be verified and certified.
Meanwhile, to reconcile the information with accuracy, a final set of meetings with all HoDs will be held on May 13, 14 and 15. The HoDs are not allowed to effect changes in the information on employees data after May 15.
Vote-on-account Too is Divided into 2
Hyderabad: The vote-on-account for year 2014-15 has been divided between Telangana and Andhra Pradesh. Governor ESL Narasimhan has to approve it. “The interim budget is divided between the two new sates. The government is likely to ratify the same in a day or two,” an official said on Friday. The interim budget was divided for the next four months. The amounts allocated will be shared between the two states as per the works. For example, the amount shown under Pranahita-Chevella will entirely go to Telangana and that shown under Polavaram will go entirely to AP. “The full-fledged budget will be prepared after June 2 by the principal secretaries (finance) of the respective states,” the officer said.

State Seeks Options from AIS Officers

Pratyush Sinha Committee will obtain preferences from IAS, IPS and IFS officers of Andhra Pradesh cadre to be allotted to the successor states of Telangana and Andhra Pradesh.
Though the government is obtaining the preferences of All India Service (AIS) officers, it will not confer any right on them to go to a particular state. Several officers are of the view that ultimately, the Centre will follow the roster system.
Chief Secretary PK Mohanty, on Friday, issued a memo seeking preferences from AIS officers.
“All the members of the service of IAS, IPS and IFS borne on Andhra Pradesh cadre are requested to submit their preference and undertaking in a prescribed proforma. They have to submit their option in a sealed cover duly superscribing their name and year of allotment, on May 16,” the memo stated.
The IAS officers have to submit their option to Secretary GAD (political); the IPS officers to Additional Director General of Police (Law and Order); and the IFS officers to the Additional Principal Chief Conservator of Forests (Admn), before May 16.
The AIS officers should tick in the appropriate column and also write the name of the state in ink beside the tick, the Chief Secretary instructed.
There are three columns in the format for communicating preference by members of All India Service Officers borne on the existing cadre of AP for being allotted to either of the two successor States.
However, several officers described it as a futile exercise saying that it was only a time consuming exercise before the next government is formed at the Centre. “As per our information, the government will go with the roster system (caste, seniority and cadre),” a senior IPS officer said.
There are three boxes in the format. The first box is for “first preference for the residuary State of AP”; the second box “first preference for the State of Telangana”; and the third is “equal preference for both successor states”. The AIS officers have to tick in any one of the three columns.
They have to fill the column relevant to them in words and strike off the remaining columns. The officers have to give an undertaking too.
The undertaking is: “I understand and hereby agree to undertake that my showing preference for allotment to either of the successor states shall not confer any right in my favour for being allotted to that State.”
