Uncertainty Hangs Over Staff Allocation between AP, Telangana

   Will the allocation of All India Service (AIS) officers and State-cadre employees between Telangana and residuary Andhra Pradesh be completed before the Appointed Day, i.e., June 2?

Though the Department of Personnel and Training (DoPT) divided the cadre-strength of AIS officers, it is yet to finalise guidelines for their allocation. The Pratyush Sinha Committee met in New Delhi Thursday and recommended cadre strength for the two successor States and also discussed guidelines for their allocation. Chief Secretary PK Mohanty attended the meeting.

The guidelines should be accepted by the Prime Minister. “The question is whether Manmohan Singh will take a final call on the employees’ allocation or will he let his successor deal with it?” questioned one official, adding that with the election code in force, it is unlikely that Manmohan Singh will take a decision. In other words, the guidelines may get the PM’s nod only after May 16 when the election results will be out. “If political uncertainty continues even after June 2 and no party fails to form the next government in Delhi, what is the fate of the allocation of employees, both AIS and the State-cadre?” wondered a senior official. The AIS officers, meanwhile, are likely to get only “limited options” within the roster contrary to their demand for freedom to choose AP or Telangana State.

The principles to be followed for determining the cadre strength of AIS officers between Telangana and residuary Andhra Pradesh are out.
  Department of Personnel and Training (DoPT) divided the cadre strength of AIS officers tentatively seeking comments/representations from the concerned.

"The concerned may go through three statements indicating strength and composition of the two successor states consequent upon bifurcating of the existing state of AP in respect of IAS, IPS and IFS, respecively, together with the principles threof, as recommended by the Advisory Committee under the chairmanship of Pratyush Sinha. The comments and suggestions can be sent to the DoPT by May 11 6 pm", the DoPT notice stated. The email is "dirais@nic.in" and fax is 011-23092765.

Principles for allotting cadre strength
---- 
*  Existing IAS, IPS and IFS cadre strength of AP to be bifurcated without any change in the overall cadre strength.

* Bifurcation of cadre strength will be in the ratio of 13:10 for residual AP and Telangana, which is the ratio of number of districts in the newly formed states.
* 25 per cent of senior duty posts (SDP) constitute State Deputation Reserve (SDR) and utilised as ex-cadre posts. The State governments may have the flexibility to create ex-cadre posts subject to: 1) The number of ex-cadre poss at the apex level shall not exceed the number of cadre posts. 2) overall stte deputation reserve (ex-cadre posts) shall not exceed 25 per cent of the senior duty posts in a cadre.

* No upgradation or down-gradation of cadre posts shall be allowed.

* The Centre Deputation Reserve (CDR) should not exceed 40 per cent of Senior Duty Posts in a cadre. The Training Reserve and Leave Reserve and Junion posts reserve should not exceed 3.5 per cent and 16.5 per cent of the Senior Duty Posts respectively.

* Generic nomenclature may be used to define the posts at various levels so that the State governments have the flexibility to use in
order to meet their requirement.

GUIDELINES LATER: The Pratyush Sinha Committee held a meeting in Delhi on finalising the cadre strength and to frame guidelines to allocate AIS officers between AP and Telangana. Chief Secretary PK Mohanty attended the meeting. However, the Sinha committee may release the guidelines on allocating the personnel later. The final phase of polling will be held in the country on May 12. Later, the counting will take place. The guidelines framed by the AIS officers should be accepted by Prime Minister himself. So, the guidlines are likely to be issued any date after May 16.
