State Seeks Options from AIS Officers

Pratyush Sinha Committee will obtain preferences from IAS, IPS and IFS officers of Andhra Pradesh cadre to be allotted to the successor states of Telangana and Andhra Pradesh.
Though the government is obtaining the preferences of All India Service (AIS) officers, it will not confer any right on them to go to a particular state. Several officers are of the view that ultimately, the Centre will follow the roster system.
Chief Secretary PK Mohanty, on Friday, issued a memo seeking preferences from AIS officers.
“All the members of the service of IAS, IPS and IFS borne on Andhra Pradesh cadre are requested to submit their preference and undertaking in a prescribed proforma. They have to submit their option in a sealed cover duly superscribing their name and year of allotment, on May 16,” the memo stated.
The IAS officers have to submit their option to Secretary GAD (political); the IPS officers to Additional Director General of Police (Law and Order); and the IFS officers to the Additional Principal Chief Conservator of Forests (Admn), before May 16.
The AIS officers should tick in the appropriate column and also write the name of the state in ink beside the tick, the Chief Secretary instructed.
There are three columns in the format for communicating preference by members of All India Service Officers borne on the existing cadre of AP for being allotted to either of the two successor States.
However, several officers described it as a futile exercise saying that it was only a time consuming exercise before the next government is formed at the Centre. “As per our information, the government will go with the roster system (caste, seniority and cadre),” a senior IPS officer said.
There are three boxes in the format. The first box is for “first preference for the residuary State of AP”; the second box “first preference for the State of Telangana”; and the third is “equal preference for both successor states”. The AIS officers have to tick in any one of the three columns.
They have to fill the column relevant to them in words and strike off the remaining columns. The officers have to give an undertaking too.
The undertaking is: “I understand and hereby agree to undertake that my showing preference for allotment to either of the successor states shall not confer any right in my favour for being allotted to that State.”
