Guv Okays CS Retirement on June 1

Hyderabad: Chief Secretary PK Mohanty will retire from service on June 1, a day ahead of the Appointed Day. Governor ESL Narasimhan accepted the request made by Mohanty recently seeking voluntary retirement on June 1, paving the way for the successor governments of Telangana and Andhra Pradesh to appoint two new Chief Secretaries.
Secretary (Political) N Siva Sankar issued orders on Monday notifying the retirement of Prasanna Kumar Mohanty, a 1979 batch officer, from the service with effect from June 1. Mohanty who has already retired, is continuing as Chief Secretary under extension.
Orders were issued granting extension of service to PK Mohanty after his retirement on February 28 this year. His services were extended up to June 30. But, later, Mohanty requested the Governor that he would not continue till June end and requested him to permit retirement from service on June 1 itself, because of the division of the State.
The government on Monday accepted the proposal, waiving the three months notice period.

New Chief Secys:
Both Telangana and Andhra Pradesh states will start functioning on June 2. Mohanty will retire on June 1 itself. The question is who will be the new Chief Secretaries for AP and Telangana? According to sources, some senior IAS officers are willing to continue in Telangana state as they would get the opportunity to serve as Chief Secretary.
However, the seniority of IAS officers should be determined only after the allocation of All India Service (AIS) officers between Telangana and AP. It was not clear yet, who will serve which state. Pratyush Sinha Committee is likely to issue guidelines for the allocation of AIS officers. Then, the AIS officers would be allocated to the two states either on May 30 or 31. The seniority of the officers for considering their names for Chief Secretaries of the two states will be considered separately in the both the States.
After the counting of votes on May 16, the Central government in consultation with the Chief Ministers-designate may appoint the Chief Secretaries of respective states or the Governor may appoint two senior officers as incharge Chief Secretaries.
