Meet in Delhi Today to Discuss Financial Position of 2 States

    The officials of the Central and state governments will have a common meeting in Delhi on Thursday to discuss  the financial situation of both the successor states of Telangana and Andhra Pradesh.
On the request of governor ESL Narasimhan, the Centre constituted a joint committee to look into the financial matters of the successor states.
Principal secretary (Finance) PV Ramesh will attend the meeting with secretaries of ministry of revenue and ministry of finance and other officials on Thursday.
The state government officials will discuss with the Central officials Section 46 of the AP Reorganisation Act. They will also seek some grants for the residuary Andhra Pradesh state, which is estimated to face a revenue deficit of around Rs 15,000 crore.
The Reorganisation Act states that the award made by the 13th Finance Commission to the existing state of Andhra Pradesh will be apportioned between the successor states by the Central government on the basis of population ratio and other parameters. Based on that, the President shall make a reference to the 14th Finance Commission to take into account the resources available to the successor states and make separate awards for each of the successor states.
The Central government may, having regard to the resources available to the successor state of Andhra Pradesh, make appropriate grants and also ensure that adequate benefits and incentives in the form of special development package are given to the backward areas of that state.
The Central government, while considering the special development package for the successor state of Andhra Pradesh, will provide adequate incentives, in particular for Rayalaseema and north coastal regions. All these issues mentioned in the Act will be discussed on Thursday’s meeting, sources said.
