Variance in Data on Govt Posts
The sanctioned government posts, according to the finance department, are 10,40,905. The officials, who are on the job of allocating state government staff between Telangana and AP states, came out with this figure on Friday. But, there is no correlation between the data available with the finance department and the data available with respective heads of departments (HoDs).
In the wake of this, the finance department issued a memo on Friday stating that the sanctioned posts in each department should match with the finance department’s information. This needs to be reconciled. For instance, the total number of sanctioned posts in the state is 10,40,905 as per the finance department. But it is only 9,89,087 as per the date given by the various HoDs.
The same exercise is to be done by each HoD to match the overall numbers. If there are any GOs, which are not being reflected in the finance department’s data, they should be brought to its notice and reconciled. Out of the 181 departments, 51 have shown more than 100 per cent of the data available with the finance department, 23 have shown exact match of 100 per cent and remaining 107 have shown less than 100 per cent.
The second level of reconciliation is that not only overall posts should match but also each category of posts should match. For instance, in agriculture there are 87 categories of posts as per the data with the finance department whereas the data provided by the HoD shows 108 categories. This also needs to be reconciled.
The third level is the correctness of the post classifications _ state, multi-zonal, zonal and district. This information is critical to determine the allocable pool of posts. Any error in data will lead to a wrong determination of the size of the allocable pool of posts.
The next information which is to be checked is about vacancies. It may be the case that the number of people actually working may be equal to/less/more than the (sanctioned posts/vacancies). The vacancy position is independent of the number of employees working in that category. This information is crucial because along with the sanctioned posts vacancies will also be allocated.
The seniority of employees too should be accurate, the finance department told the HoDs. It is observed that several departments have entered more than one employee at the same seniority level and 0 as seniority for several employees. This is totally unacceptable and the HoD will be doing serious injustice to his/her staff. This information has to be verified and certified.
Meanwhile, to reconcile the information with accuracy, a final set of meetings with all HoDs will be held on May 13, 14 and 15. The HoDs are not allowed to effect changes in the information on employees data after May 15.
Vote-on-account Too is Divided into 2
Hyderabad: The vote-on-account for year 2014-15 has been divided between Telangana and Andhra Pradesh. Governor ESL Narasimhan has to approve it. “The interim budget is divided between the two new sates. The government is likely to ratify the same in a day or two,” an official said on Friday. The interim budget was divided for the next four months. The amounts allocated will be shared between the two states as per the works. For example, the amount shown under Pranahita-Chevella will entirely go to Telangana and that shown under Polavaram will go entirely to AP. “The full-fledged budget will be prepared after June 2 by the principal secretaries (finance) of the respective states,” the officer said.
